! Fr <br /> Pursuant to due call and notice thereof, the Planning and Zonin' <br /> u g g <br /> Commission of the City of Centerville held its regular meeting on <br /> Tuesday, October 4, 1988. Chairman Tourville called the meeting <br /> to order at 7:13 p.m. Present: Lindgren, Vermeulen, and Council <br /> liaison Neumann. Absent: Welk and Drilling. <br /> Motion by Lindgren, second by Vermeulen to accept the minutes of <br /> the September 6, 1988 meeting with the following correction to <br /> page 02, paragraph 010: "Brian Way" to "Brian Drive ". Motion <br /> carried unanimously. <br /> OLD BUSINESS <br /> The Assistant Clerk passed out updated final plat maps of <br /> Hardwood Ponds Estates which Brian Miller, City Engineer, brought <br /> in just before the meeting. <br /> Mr. Miller pointed out the changes concerning larger utility and <br /> drainage easements which are required by the Rice Creek Watershed <br /> District. <br /> A Warning and Order to Gerald Rehbein, developer of Hardwood <br /> Ponds, from RCWD was discussed. Brian Miller explained that John <br /> Stewart had received a phone call from Andy Cardinal, President <br /> of RCWD, giving permission for the developer to continue with <br /> installation of utilities. <br /> The Commission asked what had happened concerning the foundry <br /> sand that had been stored on the site of the Hardwood Ponds <br /> Estates development. Walt Neumann, liaison from the City <br /> Council, stated that as of the last. Council meeting a letter from <br /> Mr. Rehbein verifying that the sand was not harmful to the <br /> invironment was needed. The City now has that letter, which is <br /> on file at City Hall. <br /> A lengthy discussion followed, with the Commission asking Mr. <br /> Rehbein for answers to some of their concerns. <br /> Mr. Rehbein stated that the City Council gave him two years to <br /> complete the street (northern part of Brian Drive) that will <br /> connect to Fox Run. Concerning the placement of a berm along <br /> Main Street, that is a drainage easement and cannot be built up <br /> or have trees or shrubs planted in it. <br /> A sidewalk on the west side of Brian Drive, which will eventually <br /> connect to sidewalks in other new developments, was also <br /> discussed. Liaison Neumann stated that the sidewalk will <br /> continue north and west on collector streets and will be handled <br /> in the development agreements. <br /> Motion by Vermuelen, second by Lindgren to accept the final plat <br /> of Hardwood Ponds Estates and recommend its approval to the City <br /> Council contingent upon an acceptable development agreement being <br /> signed, and contingent upon a grading permit from Rice Creek Watershed District, <br /> motion carried unanimously. <br />
