Pursuant to due call and notice thereof, the Planning and Zoning <br /> Commission of the City of Centerville held ita ree;ular meeting on <br /> Tuesday, March 1, 1988. Chairman Tourville called the meeting to <br /> order at 7:02 p.m. Present: Welk, Drilling, and Council liaison <br /> Wilharber. Absent: Lindgren and Vermeulen, <br /> Motion by Welk, second by Drilling to approve the minutes of the <br /> February 2, 1988, meeting with the addition, "No comments, either <br /> pro or con were made concerning the Amendments." added to page 1, <br /> after, "Chairman Tourville explained the five Amendments. ", <br /> motion carried unanimously. <br /> APPEARANCES <br /> Carol Romie, 7085 Progress Road, presented a proposal for a <br /> laundromat and tailor shop to be built at the corner of Progress <br /> Road and Sorel Street. <br /> Chairman Tourville introduced Gunnar Pettersen, City Building <br /> Inspector. <br /> Since the plan presented was incomplete, Ms. Romie was asked to <br /> bring a more detailed sketch plan to the April 5 meeting. <br /> Tourville stated that building size, lot setbacks, parking, and <br /> water and sewer hook -ups must be included in the plan. It was <br /> also discussed that variances for setbacks may be needed. <br /> Mr. Pettersen questioned whether laundromat is a Permitted <br /> Principal Use. The Commission felt it fit under Personal and <br /> Professional Services. <br /> OLD BUSINESS <br /> Kent Roessler, Kenco Construction, 10666 University Avenue, Coon <br /> Rapids, presented a revised sketch plan for the Convenience Store <br /> and Car Wash he plans to build at the corner of Main Street and <br /> 20th Avenue. Mr. Roessler feels that the layout as presented <br /> will be very attractive, traffic flow is good, and the car wash <br /> will be partially hidden at the back of the convenience store. <br /> A lengthy discussion of Ordinance changes, lot split needed and <br /> Special Use Permits needed followed. Mr. Roessler stated that <br /> any changes to the plan would decrease the amount of expansion <br /> space available and would be less economically feasible. <br /> Motion by Drilling, second by Welk to hold a Public Hearing on <br /> Tuesday, April 5, 1988 at 7 p.m. to consider a variance on front <br /> lot setbacks from 69 feet from the edge of the traveled roadway <br /> on County roads to 50 feet for the canopy over the gas pumps; a <br /> variance on front lot setbacks from 69 feet from the edge of the <br /> traveled roadway on County roads to 55 feet for the gas pumps; a <br /> variance on rear lot setbacks from 30 feet to 5 feet for the Car <br /> Wash; also a Public Hearing for a lot split, to split the East <br /> 225x275 feet of the William Rehbein property (PID # 23- 31- 22 -14- <br /> 0016) from the rest of the 'titre- parcel; Special Use Permits needed <br /> for Motor Fuel Stations and Auto Sales, Service and Repair <br />
