Pursuant to due call and notice thereof, the Planning and Zoning <br /> Commission of the City of Centerville held its regular meeting on <br /> Tuesday, January 5, 1988. Chairman Tourville called the meeting <br /> to order at 7:10 p.m. Present: Lindgren, Vermeulen, Drilling <br /> and Council liaison Wilharber. Absent: Welk. <br /> Chairman Tourville reversed the Order of Business. <br /> NEW BUSINESS <br /> Kent Roesseler of Kenco Construction, 10666 University Ave., Coon <br /> Rapids, presented a sketch plan for a convenience store with gas <br /> pumps and a four -stall car wash (one for larger vehicles). The <br /> property is zoned commercial and is located at the southwest <br /> corner of Main Street and 20th Avenue. William Rehbein "s pine <br /> trees are the west line and Eagle Trucking is on the south. Mr. <br /> Roesseler stated the store will be masonry with aluminum awnings <br /> and conform to City Ordinances. It will be two separate <br /> businesses and he already has an interested party. <br /> Chairman Tourville noted that Car Washes is not a Permitted <br /> Principal Use and the problem will have to be addressed. Mr. <br /> Roesseler would like to get started immediately, so as to open by <br /> July 4 of this year. <br /> The Commission asked questions concerning availability of sewer, <br /> well size and possible problems because of oil and grease from <br /> the car wash. <br /> Motion by Drilling, second by Lindgren to approve the Kenco <br /> Construction concept for a convenience store and car wash. <br /> Motion carried unanimously. The Commission wants to see the plan <br /> at the next meeting. <br /> Mike Felix of Heritage Development and Greg Frank of McCombs, <br /> Frank and Roos presented a sketch plan for a development to be <br /> located north of Centerville Heights off Mill Road. Mr. Felix <br /> stated that it was a 40 acre development and would have seventy <br /> units. They intend to follow the grade of the land as it is very <br /> attractive. They want it to be R -2A, sewer and water, and stated <br /> that they would work with City staff. <br /> Member Welk arrived at 7:20 p.m. <br /> The Commission asked questions concerning sewer availability, <br /> MUSA boundary, and price range of homes in the development. <br /> They also voiced concerns as follows: <br /> Chairman Tourville - NW corner is idle - SW corner lots are <br /> extra long - some lots are narrower than 80 feet - there is no <br />
