Member Lindgren - the street to the NW corner ends, no cul -de -sac or anything. Member Welk - it sends all traffic to Mill Road. Member Vermeulen would be more comfortable with it after a feasibility study. Member Drilling was concerned about appearance and quality of the homes. Would two car garages be required? City Engineer, Terry Mauer was present and stated the two phases should be connected for City benefit and another access besides Mill Road is needed. He said changing the MUSA boundary is a problem, but the property is ideal for the water system. Council liaison Wilharber stated concern about the drainage ditch on the property and stated that Anoka County says it is an easement, and that it must continue to flow. Pat Fruth owner of the land north of the proposed development was present and expressed concern about drainage. He feels more is needed and stated that when it rains heavily, the 42" fence posts in his field are under water. Motion by Lindgren, second by Vermeulen to refer Heritage Development to the City Council for review of the sketch plan, motion carried unanimously. APPROVAL OF MINUTES Motion by Lindgren, second by Welk to approve the minutes of the November 24, 1987 meeting, motion carried unanimously. Chairman Tourville raised a question on the December 1st minutes about the decision made concerning the cabinet shop in the Ro -So building. Motion by Welk, second by Drilling that City Clerk contact Mr. DaBruzzi by phone and with a letter to clarify what must be done regarding the six -month extension granted to the cabinet shop, motion carried unanimously. Motion by Tourville, second by Welk to accept the minutes of the December 1, 1987 meeting, motion carried unanimously.
