P &Z Meeting Minutes <br /> Page 2 <br /> January 5, 1988 <br /> street connecting the two phases - much land is left useless - <br /> differences in elevation (approximately 20 feet) is not taken <br /> into account, and drainage could be a problem. <br /> Member Lindgren - the street to the NW corner ends, no cul -de -sac <br /> or anything. <br /> Member Welk - it sends all traffic to Mill Road. <br /> Member Vermeulen would be more comfortable with it after a <br /> feasibility study. <br /> Member Drilling was concerned about appearance and quality of the <br /> homes. Would two car garages be required? <br /> City Engineer, Terry Mauer was present and stated the two phases <br /> should be connected for City benefit and another access besides <br /> Mill Road is needed. He said changing the MUSA boundary is a <br /> problem, but the property is ideal for the water system. <br /> Council liaison Wilharber stated concern about the drainage ditch <br /> on the property and stated that Anoka County says it is an <br /> easement, and that it must continue to flow. <br /> Pat Fruth owner of the land north of the proposed development was <br /> present and expressed concern about drainage. He feels more is <br /> needed and stated that when it rains heavily, the 42" fence posts <br /> in his field are under water. <br /> Motion by Lindgren, second by Vermeulen to refer Heritage <br /> Development to the City Council for review of the sketch plan, <br /> motion carried unanimously. <br /> APPROVAL OF MINUTES <br /> Motion by Lindgren, second by Welk to approve the minutes of the <br /> November 24, 1987 meeting, motion carried unanimously. <br /> Chairman Tourville raised a question on the December 1st minutes <br /> about the decision made concerning the cabinet shop in the Ro -So <br /> building. <br /> Motion by Welk, second by Drilling that City Clerk contact Mr. <br /> DaBruzzi by phone and with a letter to clarify what must be done <br /> regarding the six -month extension granted to the cabinet shop, <br /> motion carried unanimously. <br /> Motion by Tourville, second by Welk to accept the minutes of the <br /> December 1, 1987 meeting, motion carried unanimously. <br />
