Pursuant to due call and notice thereof, the Planning and Zoning Commission of <br /> Centerville held a public hearing Tuesday, May 5, 1987 at 7:10 P.M. Present: <br /> Welk, Buesseler, Vermeulen, Lindgren, Chairman Tourville, Council liaison <br /> Robischon. <br /> The purpose was to hear all persons regarding the possibility of amending <br /> Ordinance #8 to incorporate an R -2A zoning district with regard to corner <br /> lots. <br /> Questions were asked by Cindy Meyer, 7223 dill Road to help her better under- <br /> stand the proposed amendments. <br /> Hearing adjourned 7:15 P.M. <br /> Pursuant to due call and notice thereof, the Planning and Zoning Commission <br /> held a public hearing, Tuesday, May 5, 1987 at 7:20 P.M. Present: Welk, <br /> Buesseler, Vermeulen, Lindgren, Chairman Tourville, Council liaison Robischon. <br /> The purpose was to hear all persons present regarding the rezoning from R -2 <br /> to R -2A for the area described as: Lot 11, Auditor's Subdivision number 47, <br /> Fection 14, To.nship 31, Range 22, and part of Lot 1, Auditor's Subdivision <br /> number 48, Section 23, Township 31, Range 22, Anoka County. <br /> Members of the audience expressed opposition to the rezoning: <br /> John Probst, 7176 'Mill Road <br /> Leo Hensel, 7136 Main Street <br /> Cindy Meyer, 7223 Mill Road. <br /> The preliminary plat of L'Allier Estates II was discussed as it directly pertains <br /> to the rezoning. Gerry Parent, Parent Construction, noted that the majority of <br /> the lots on the proposed plat have 22,000 to 15,000 square feet, only 7 lots on <br /> the plat are under 15,000 square feet. The ,iidth of the lots is the only major <br /> change. <br /> Commission mem.uers questioned the feasibility of this project as the Metropolitan <br /> Council has not yet responded to the proposed Comprehensive Sewer Plan Amer.d- <br /> ment. Terry Mauer, City Engineer, advisee that the City of Centerville has the <br /> serer capacity and the proposed L'Allier Estates II is '::lt'hin the MUSA boundary. <br /> This plat would use up the remainder of the current sever capacity. The City <br /> may be able to get a te4orary permit from the Metropolitan Council to put in <br /> the sewer until formal approval of the Comprehensive Sewer Plan is received. <br /> Terry Mauer, City Engineer, presented the Feasibility Study for Sanitary Sewer <br /> Municipal Water, Storm Drainage and Street Construction of L'Allier Estates <br /> Plat 2, dated April 1987. The feasibility study is on file with the City <br /> Clerk. <br /> The feasibility study states that there are 41'lots on the plat, this is in error, <br /> as 34 lots are platted. <br /> City Engineer advised that the study includes a general observation on soils and <br /> is not saying that each lot is buildable. The Rice Creek Watershed will issue <br /> the grading permit as the plat is near Clear Water Creek. City Engineers are <br /> currently working on submittal to Rice Creek Watershed. <br /> lo results have been obtained on the feasibility of a well for muncipal water <br /> for Centerville Heights project and that water being incorporated into L'Allier <br />
