Planning and Zoning <br /> Meeting Minutes <br /> Page Two <br /> May 5, 1987 <br /> Estates II. If feasible the municipal water could possibly be tied into six <br /> existing homes on Mill Road. The water would be served by a six inch main. <br /> This is suitable to provide fire protection and a future City water tower if <br /> needed. <br /> L'Allier Estates II preliminary plat shows 60 foot culdesac radius, City <br /> Ordinance requires a 75 foot radius. Parent Construction requests a variance. <br /> City Engineer does not see a problem with a 60 foot radius from an engineering <br /> standpoint. <br /> City Engineer noted that the soils information in the feasibility study was <br /> taken from a very generalized reap and that he encourages the developer to make <br /> sail borings on individual lots. He feels the developer could make'lot corrections <br /> where necessary by taking out poor soils and bringing in better soil. The <br /> building inspector will have the final determination of the buildability of <br /> individual lots. The Rice Creek Watershed will determine elevation developer <br /> will have to build above. The City Engineers will also be involved all through <br /> the project, so would have some input into the buildability of lots. <br /> 1r. Parent pointed out that the building site is his primary concern. May have to <br /> excavate and refill some areas, but feels soils are good or wouldn't be putting <br /> his money in on the project. He feels that the soils map is 35 years old and <br /> inaccurate. <br /> Norman Livgard, for Parent Construction advised that the majority of the water <br /> would drain to the west away from 'Sill Road. Any other water drainage would <br /> go to the street, flow to Mill Road and go back west into Clear Water Creek. <br /> Mr. Parent advised that the homes in the L'Allier Estates II project would <br /> be between $100,000 and $120,000 in value. Re also noted that he did not <br /> want to disturb the trees on the banks of Clear Water Creek, as he feels <br /> they help prevent erosion. <br /> Commission members expressed concern as to whether a lb foot drainage ease- <br /> ment would be enough for that area and as to what type of City maintenance <br /> would be needed for ponuu g areas. <br /> Hr. Livgard told Commission members that holding ponds must be above 891.4 foot <br /> elevation to meet the Rice Creek Watershed 100 yearflood plain requirements. <br /> The majority of water will drain into Clear Water Creek ana any remaining water <br /> in the holding ponds will evaporate within a 24 hour period. He feels the <br /> 15 foot drainage easement is large enough to serve potential excess water. <br /> Ne feels that the holding ponds would be on private property, citizens will tend <br /> to mow and take care of their OA property, and that the pond will pretty much <br /> take care of its self requiring little if any maintenance for the City. <br /> Terry Mauer, City Engineer, does not see this as , big problem, the plat is <br /> relatively small and there should be minimum waterflow. It should be 15 -20 <br /> years before the City would have to worry about cleaning out of any accumulated <br /> sediment. He feels 15 feet is an adequate width for a drainage easement. <br /> Hearing adjourned 8:55. <br />
