Planning and Zoning <br /> Meeting Minutes <br /> Page Five <br /> May 5, 1987 <br /> park dedication fee is a better option at this time. <br /> Motion by Buesseler to pass Planning Commission member concerns on to the <br /> Park and Recreation Committee: <br /> - possibility of an easement versus land dedication, <br /> - concern of an easement /walkway between lots 12 and 13, <br /> - general concern of the way the trail design fits along Clear Water <br /> Creek; <br /> and suggest that the Park and Recreation Committee discuss and modify their <br /> recommendation, from which the Planning and Zoning Commission will hear on <br /> May 26, 1987, and then make their recommendation to the City Council at the <br /> May 27, 1987 City Council meeting; to table L'Allier Estates II preliminary <br /> plat and rezoning recommendation pending further discussion of the Park and <br /> Recreation Committee, no second. <br /> Motion by Welk, second by Lindgren to recommend the City Council accept the <br /> L'Allier Estates II preliminary plat conditioned on; <br /> - an easement for park dedication purposes is provided, the width <br /> and extent to be determined by Planning and Zoning Commission, <br /> Park and Recreation Committee, and the L'A1lier Estates II <br /> developer, along with the Conservation District, <br /> -soil tests are conducted by the developer, results available <br /> at the May 13, 1987 City Council meeting, <br /> - street lights are installed, per Ordinance #8, <br /> -grass on vacant lots is established to the point that it can be <br /> mowed; <br /> and that the Council grant a variance to allow 60 foot culdesacs versus the <br /> required 75 foot culdesac, motion carried uanirnously. <br /> `lotion by Buesseler, second by Lindgren to amend above motion to replace an <br /> easement for park dedication... ", to "a dedication or easement for park <br /> dedication.... ", motion carried unanimously. <br /> Meeting recessed 10 :55 P.M. <br /> Meeting resumed 11:05 P.M. <br /> NEW BUSIMESS <br /> John Johnson and Jim Wedell representing the Centerville Heights project presented <br /> a sketch plan of Centerville Heights and request a public hearing to hear the <br /> preliminary plat. Harstad Companies will share information with Centerville City <br /> Engineers to help put a feasibility study together. <br /> Mr. Wedell questions the need of a feasibiity study. He suggests a review of the <br /> information already accumulated and that a feasibility study cover those .subjects <br /> not in the review. <br /> Wedell would like to know if Centerville is looking at a potential municipal <br /> rater system for the whole City, just L'Allier Estates II and Centerville Heights, <br /> or just Centerville Heights. <br /> City Engineers would like to study the issue further and get back to the City <br /> of Centerville by the May 26, 1987 P &Z meeting. <br />
