Planning and Zoning <br /> , leeting linutes <br /> Page Four <br /> May 5, 1987 <br /> be 17 feet tall. <br /> Commission member Buesseler is concerned that this may be a rezoning versus a <br /> special use permit issue. <br /> All Commission members agree that a public hearing is required for both the <br /> variance request and the special use permit. <br /> notion by Welk, second by Vermeulen to hold a public hearing June 2, 1937 at <br /> 7:00 P.n. to hear the variance and special use permit requests of Keith Kruger, <br /> 6719 Centerville Road, motion carried unanimously. <br /> DLO BuSI:ESS <br /> r2endments to Ordinance i6 were agreed upon and are attached to and made a <br /> part of these minutes. <br /> Hotion by Buesseler, second Ly e rmeulen to recommend the proposed amendment to <br /> Ordinance ;10 as stated in these minutes to the City Council for tpproval, motion <br /> carried unanimously. <br /> Discussion of park dedication recommendation of P:R. Gerry Parent feels the <br /> proposes) trailway Mould bo to much trouble for the City. He does not want to <br /> take away from the privacy of the home owners. He would go along with the <br /> :roposal if necessary, but is against a walkway between two properties as is <br /> proposed between lots 12 and 13. He .could Le more in favor of a trailway all <br /> the ,way down Clear Water Creek to ; Street. A walkway between lots 12 and <br /> 13 would make those lots substandard. <br /> ''orman Livgard, suggested an easement versus actual land dedication. If the <br /> trail,vay were dedicated the City would own the property and would have to <br /> maintain it until the trail were developed. <br /> Poll of Commission members feelings on the P£.": park dedication reco- •a,iendation: <br /> - Commission member Lindgren is in favor of the payment of park dedication <br /> fee versus land dedication. <br /> - Commission member Vermeulen agrees with Lindgren. She feels that P&R <br /> did come up with a good idea, but there would be to many potential <br /> problems with a trail. <br /> - Commission member Buesseler feels there are problems in the proposal, <br /> but that it is consistent_with the Comprehensive Plan. It is an <br /> appropriate objective for the City to follow and a stated objective <br /> for the Conservation District. The houses will be on an upper elevation, <br /> the proposed trail is at a lower elevation. He feels this is a good <br /> opportunity for a recreational corridor with minimal impact. If the <br /> trail is not approved it will eliminate the possiblity of a linear <br /> corridor in Centerville forever. He feels the future of the park <br /> system is at stake. <br /> - Commission member Welk agrees this is a unique setting, but is not in <br /> agreement with the proposal that PER has presented. She feels it is not <br /> fair that the information for something of this importance be presented <br /> the night of the P &Z meeting in which the issue is to be decided. <br /> - Chairman Tourville feels there is merit to the proposal, but that the <br />
