r <br /> Pursuant to due call and notice thereof, the Planning and <br /> Zoning Commission of Centerville held a public hearing April <br /> 6, 1987, at 7:00 PM. Present: Welk, Lindgren, Buesseler, <br /> Vermeulen, Chairman Tourville, Council Liaison - Neumann. <br /> The purpose was to hear all persons regarding the possibility <br /> of amending Ordinance #4 to include an R -2A zoning district <br /> that will accomodate 10,000 square foot lots. <br /> Dick Wedell and John Johnson, representatives of Harstad <br /> and Merila and Associates were present for discussion of <br /> the proposed R -2A zoning district. In their opinion, the <br /> R -2A zoning district would make the Centerville area compet- <br /> itive with other cities and increase the cost distribution <br /> of sanitary sewer. <br /> Brad Gulsvig, 7246 Mill Road expressed concern about the <br /> location of his house to the proposed Harstad Project pro- <br /> perty line and the possibility of a home on the lot adja- <br /> cent to his being built too close to his pre - existing home. <br /> He was also concerned about possible drainage problems. <br /> Mr. Johnson advised that Mr. Gulsvig's first concern could <br /> possibly be built into the project and would be an issue <br /> for the preliminary plat hearing. Mr. Johnson advised that <br /> the drainage system is built into the project. Rice Creek <br /> Watershed District still has to review the project. The <br /> predevelopment drainage must be the same as after develop- <br /> ment drainage. <br /> Discussion "Permitted Principal Uses" and "Uses Permitted <br /> on Special Use Permit" in Table A - Schedule of District <br /> Regulations were discussed. Opposition by all P & Z members <br /> was expressed for all of the "Uses Permitted on Special Use <br /> Permit." Opposition was also expressed regarding, "Two Family <br /> Dwellings" under "Permitted Principal Uses ", but members <br /> felt there may be a need in the future for two family dwell- <br /> ings and agreed to delete it from "Permitted Principal Uses" <br /> and add it to "Uses Permitted on Special Use Permit ". <br /> Mr. Johnson suggested that if a future use for any of the <br /> original special use items were to occur, the City could <br /> leave a small area of the development zonded as R -2 to <br /> accomodate that particular special use item. <br /> Commission member Buessler felt that if any or all of Article <br /> 3, Section 34.01 -2 were deleted the Section would not be <br /> appropriate for an R -2 zoning district. He suggested adding <br /> an exception with regard to R -2A zoning to simplify the poss- <br /> ible ammendment and encompass both zoning districts. Other <br />
