Pursuant to due call and notice thereof, the Planning and <br /> Zoning Commission of Centerville held their regular meeting <br /> on Tuesday, January 6, 1987 at City Hall. Chairman Tourville <br /> called the meeting to order at 7:10 P.M. Present: Welk, <br /> Lindgren, Buesseler, Liaison Robischon. <br /> Motion by Buesseler, second by Lindgren to accept the minutes <br /> of the December 2, 1986 meeting, motion carried unanimously. <br /> Discussion of Parking Ordinance #16 as relates to snow plowing. <br /> Peter Buesseler asked if maintenance people have a problem <br /> with snow plowing if it has to be done at other times than <br /> the 3:00 A.M. to 7:00 A.M. parking ban on city streets. <br /> Kathy Welk suggested maintenance people should be informed <br /> of revised parking ordinance in reference to this being <br /> acceptable to them. <br /> Motion by Buesseler, second by Lindgren to amend Ordinance #16 <br /> as per revised in December 2, 1986 minutes and on the advice <br /> of city maintenance workers if this ordinance is acceptable <br /> to them. Motion carried unanimously. <br /> Discussion of Ordinance #4 beginning with Subdivision #23, <br /> because of the length of this Ordinance discussion will <br /> continue at the February meeting. Some progress was made. <br /> Discussion of Special Use Permit for Jerry Roach, 7159 Mill Rd. <br /> Jerry Roach explained his site plan referencing parking, garage, <br /> screen and black top parking lot. Site plan attached to and <br /> made part of these minutes. <br /> Conditions for Special Use Permit <br /> 1. Provide year round vegetative screen from the frontline <br /> of the building to the South West corner of the lot to <br /> the north, which would block direct visual access at <br /> 5 feet in the first year and growing to at least 15 feet <br /> in subsequent years. As per Exhibit A - Planting plan <br /> and schedule. Plant materials lost in the first year <br /> must be replaced. <br /> 2. Provide a black topped parking area and access drive. <br /> 3. All applicable codes and ordinances must be met. <br /> 4. Access drive, parking area and garages will be located <br /> as per Exhibit B - Lot design <br /> 5. Current parking and access drives not covered under <br /> Exhibit B will be eliminated and restored with grass <br /> or other landscaping. <br /> 0 <br />
