r Pursuant to due call and notice thereof, the Planning and Zoning Commission of Centerville held their regular meeting on Tuesday, December 2,1986. Chairman Tourville called the meeting to order at 7:10 p.M. Present: Murray, Lindgren, Buesseler, Welk, liaison Wilharber, and future councilman Newmann. Commission member Lindgren left at 9:45 P.M. Motion by Murray, second by Buesseler to accept the minutes of the November 6 Planning and Zoning meeting, motion carried unanimously. Discussion of Parking Ordinance Y16. Clerk will check with police and League of Minnesota Cities referencing enforcement of no parking times on a County Road. Motion by Buesseler, second by Murray to approve the following amendment to Section 4, Subdivision 6, Ordinance #16 "An Ordinance Regulating the Use of Highways within the City of Centerville and Imposing Penalties for the Violation Thereof" as follows: Section 4, Subdivision 6 now reads as follows: No vehicle, except an emergency vehicle on an emergency call, shall be parked on a street or municipal parking lot between 3:00 a.m. to 7:00 a.m. o'clock and no vehicle shall in any case be parked upon any street in any one place for a longer continous period than 24 hours, Is revised to read as follows: No vehicle, except an emergency vehicle on an emergency call, shall be parked on a street between 3:00 a.m. to 7:00 a.m. o'clock, and no vehicle shall in any case be parked in any municipal parking lot for a longer continous period than 48 hours, motion carried unanimously. This ordinance is intended to be enforced year around. The Planning and Zoning Commission will look at changes referencing parking and snowplowing at the January meeting. After that time both recommendations will be brought to the city council. Discussion of Ordinance #4. Clerk will check with building inspector on subdivision 19 of the revision "No cellar, garage, tent, travel trailer, basement with unfinished structure above, or accessory building shall at any time be used as a dwelling unit," to see if state codes or certificates of occupancy have any bearing. Discussion of Ordinance #4 will continue at the January meeting with subdivision 23.
