r <br /> Pursuant to due call and notice thereof, the Planning and <br /> Zoning Commission of Centerville held their regular meeting <br /> on Tuesday, December 2,1986. Chairman Tourville called the <br /> meeting to order at 7:10 p.M. Present: Murray, Lindgren, <br /> Buesseler, Welk, liaison Wilharber, and future councilman <br /> Newmann. Commission member Lindgren left at 9:45 P.M. <br /> Motion by Murray, second by Buesseler to accept the minutes <br /> of the November 6 Planning and Zoning meeting, motion carried <br /> unanimously. <br /> Discussion of Parking Ordinance Y16. Clerk will check with <br /> police and League of Minnesota Cities referencing enforcement <br /> of no parking times on a County Road. <br /> Motion by Buesseler, second by Murray to approve the following <br /> amendment to Section 4, Subdivision 6, Ordinance #16 "An <br /> Ordinance Regulating the Use of Highways within the City of <br /> Centerville and Imposing Penalties for the Violation Thereof" <br /> as follows: <br /> Section 4, Subdivision 6 now reads as follows: <br /> No vehicle, except an emergency vehicle on an <br /> emergency call, shall be parked on a street or <br /> municipal parking lot between 3:00 a.m. to 7:00 a.m. <br /> o'clock and no vehicle shall in any case be parked <br /> upon any street in any one place for a longer <br /> continous period than 24 hours, <br /> Is revised to read as follows: <br /> No vehicle, except an emergency vehicle on an <br /> emergency call, shall be parked on a street between <br /> 3:00 a.m. to 7:00 a.m. o'clock, and no vehicle shall <br /> in any case be parked in any municipal parking lot <br /> for a longer continous period than 48 hours, <br /> motion carried unanimously. <br /> This ordinance is intended to be enforced year around. <br /> The Planning and Zoning Commission will look at changes <br /> referencing parking and snowplowing at the January meeting. <br /> After that time both recommendations will be brought <br /> to the city council. <br /> Discussion of Ordinance #4. Clerk will check with <br /> building inspector on subdivision 19 of the revision <br /> "No cellar, garage, tent, travel trailer, basement with <br /> unfinished structure above, or accessory building shall <br /> at any time be used as a dwelling unit," to see if state <br /> codes or certificates of occupancy have any bearing. <br /> Discussion of Ordinance #4 will continue at the January <br /> meeting with subdivision 23. <br />
