1 <br /> PARK AND RECREATION MEETING <br /> Tuesday, August 12, 1986 7:00 P.M. <br /> Present: Larry Koch Carol E. Zoff Pelton <br /> Floyd Kruger Leon L'Allier <br /> Absent: Lloyd Welk <br /> Meeting was called to order, The Committee welcomed City Council <br /> Members Wilharber, Robischon, and Fritchie, City Clerk Gonsior, Tom <br /> Tourville, and Maureen Asleson, The July 8, 1986 minutes were accepted <br /> with the deletion of the sentences that read The Council had not conferred <br /> with the P&P, C.omitte.e about this decision. Further it has not announced <br /> this decision to the Committee, rather members heard about it through <br /> word of mouth." The motion to delete the sentences was made by Floyd, <br /> seconded by Larry, and passed 2 to 1. <br /> Discussion followed to clarify the intent of the City Council regarding the <br /> P&P budget and fund. The Council explained that the budget was seperate <br /> from the fund, being monies distributed from the general fund specifically <br /> for P &R operation. The fund is an account of park dedication fees. <br /> Currently the fund has a deficit of about $13,000.00, the result of the <br /> aquisition and improvement of Central Park, The intent of the Council was <br /> to use all incoming park dedication fees, as well as a portion of the yearly <br /> budget, to further reduce the fund deficit. <br /> The P &P Committee felt that the exclusive use of park dedication fees for <br /> debt reduction was limiting to the efforts of the Committee to make park <br /> irnorovernents and not nessessarily in the spirit of the intention of the <br /> tees. Floyd mace a motion to recommend to the Council i.hat 505 of poi k <br /> dedication fees be used to reduce the fund deficit and the remaining 50% <br /> be used for park improvements. The motion was seconded by Carol and <br /> passed 3 to 0. <br /> Under "Old Business" the Committee discussed the park dedication fee and <br /> compared it to surrounding communities' fees. A motion was made by <br /> Floyd to recommend to the Council to raise the park dedication fee to <br /> $150.00 (from $50.00) per new housing unit (leaving all other text and <br /> amounts as is), Carol seconded the motion and it passed 3 to 0. • <br /> The Committee decided to continue to maintain beer permit fees at $25.00 <br /> plus $5.00 per day. There was discussion about charging a fee for use of <br /> the ball fields, but it was decided that would not be done at this time. <br />
