MINUTES OF THE PARK AND PEDESTRIAN SYSTEM COMPREHENSIVE
PLAN MEETING
WEDNESDAY, MARCH 31, 1993
7:00 P.M.
CALL TO ORDER:
The meeting of the Park and Pedestrian System Comprehensive
Plan Committee was called to order by Carol Felton at 7:00 P.M..
In attendance were Council member Theresa Brenner, Planning and
Zoning member Tina Vermeulen, Centennial School District
representative Mike Hughes and Clerk /Administrator Ray
Siebenaler.
INTRODUCTION OF PROJECT - CAROL PELTON:
Carol Felton explained the history of Centerville's Parks
and Trailways Plans and how they relate to the current project.
She explained that she had developed a Comprehensive Parks and
Trailways Plan in 1987 which, while not officially adopted by the
City, had been used to guide decision making and could provide a
starting point for a new plan.
Carol also explained that the Comprehensive Parks and
Pedestrian System Plan is needed for orderly development of the
City's parks and pedestrian systems and for long term planning.
She also explained that, in order to successfully apply for grant
money, the City must have a comprehensive plan or we will
automatically lose points on grant applications.
Carol explained that the pedestrian systems need to
transport pedestrians, not only within the City, but also through
the City by interconnecting with systems in Lino Lake, Anoka
County, Park and Rides and the Centerville Elementary School.
Theresa Brenner stated that it is important to provide
walkways to get children to the school safely. Theresa also
stated that the Main Street improvements are a long way off.
Ray Siebenaler will check on the Anoka County schedule for
improvement of Main Street.
Carol stated that Federal grant funds are available for
transportation systems through MNDOT. The first phase has
already started. In order to qualify for grant funds, we must
have a plan which interconnects with schools, park and ride,
neighboring City's trails, etc.
Carol indicated that the Park and Recreation Committee has
already produced a map of suggested trails which will be
integrated into the comprehensive plan.
1
