Motion carried unanimously. • <br /> Ordinance #4 <br /> Council Member Broussard Vickers asked if any Council Members have received <br /> feedback from the public at this time. Council Member Nelson stated she knew <br /> of one resident who was upset with the Ordinance language. <br /> Council Member Broussard Vickers asked that the Council Members drawtheir <br /> comments together and set a date for an additional meeting to review the <br /> Ordinance in greater detail. She stated there may be a need for attention to the <br /> definitions within the Ordinance. <br /> Council Member Nelson asked if comments and suggestions should be brought to <br /> the Planning Commission or to staff. Council Member Broussard Vickers asked <br /> that all comments be brought to staff. She noted all changes within Ordinance #4 <br /> were brought about based on complaints to the City. <br /> Hunter's Crossing — Discussion - Special Assessments <br /> Council Member Broussard Vickers asked how the City was responsible for <br /> assessing sanitary sewer and water services. Mr. Hoeft stated the linear <br /> assessment is not effective for this development and the pro rata approach may <br /> serve the residents more effectively. He stated he had no problem with the <br /> methodology used for the proposed assessments but if the dollar amount exceeds <br /> the benefit to the property, it would need to be reviewed. Mr. Hoeft explained <br /> that if the assessments were not collected in whole from property owners the City <br /> would be responsible for the difference. <br /> Council Member Nelson asked who would be responsible for appraising the <br /> benefit to each property. Mr. Hoeft stated residents could have an appraiser look <br /> at the lot to determine the benefit to the property and the City would retain an <br /> appraiser to do the same. <br /> Mr. Vanderbeke asked how a portion of an assessment could be deferred until a <br /> lot was subdivided. Mr. Hoeft explained that if a resident requested a deferred <br /> assessment, the Council could set a date for expiration. He stated the deferred <br /> portion would continue to gain interest but would lessen the financial strain of the <br /> present assessment. <br /> Council Member Broussard Vickers inquired regarding the cost to connect to the <br /> City sewer and water. Mr. Peterson stated the fee to connect would be roughly <br /> $2,000 to $2,500 with additional funding needed to cap any wells on site. <br /> Council Member Broussard Vickers asked if one stub would serve a lot that <br /> would be subdivided into several lots. Mr. Peterson stated additional stubs would <br /> need to be added in the future if the lot were to be subdivided. <br /> Council Member Broussard Vickers asked if the residents had to hook up to City <br /> water and sewer. Mr. Hoeft stated that all wells and septic sites become a pre - <br /> 6 <br /> III <br />
