felt the Park and Recreation Committee should do more for Royal Meadows Park than
just put in a new slide. This is a very old park that doesn't offer a lot, adding the whole
park should be updated. She suggested purchasing some type of play structure instead of
a slide. She showed several pictures of play structures running from $5k and up from the
GameTime catalog. It was the consensus of the Park and Recreation Committee to
update Royal Meadows Park with a new play structure instead of a slide. The committee
gave Ms. DeVine the authority to price play equipment up to an amount of $10k (give or
take $1,000).
Mr. March suggested that the City could include the Royal Meadows Park in the LaMotte
Park grant. Some of the fees (i.e.: fiber, pea rock, border, etc.) could come out of the
LaMotte Park grant.
TRAIL (LaMotte Park)
Mr. LeBlanc stated that there are three trails he would like to see the City pursue. One is
to connect to the Anoka County Trail — south west of LaMotte Park. The second is the
proposed trail going through the proposed Parkview (Second Addition) development,
which runs from Centerville Road to 20 Avenue. The third is connecting all three trails
somewhere in LaMotte Park.
Mr. March commented that it most likely will not be a 3 -way intersection of trails in
LaMotte Park. He feh it would be nice to run the three trails through the ball fields to the
center where there could potentially be a concession stand.
Update on the Woods of Clearwater Creek
Mr. Palzer stated that he spoke with Mr. Travis regarding completion of the trail in the
Woods of Clearwater Creek development. Mr. Travis stated he is waiting on the
approval of the elevations from the Rice Creek Watershed District. Mr. Palzer requested
that once the approval is in, that Mr. Travis install the class five for a sub base for the
trail. Mr. Palzer also has a call into Mr. Tony Brough of the RCWD on the status.
Grants
Ms. DeVine offered there are seven grants offered by the DNR. She would like to see the
City apply for two of the grants. The first is the Outdoor Recreation Grant, which is a
50% match with the City. This grant is designed to increase and enhance outdoor
recreation facilities, and is due by March 31'. The second is the Trail Linkage Grant
which is also a 50% match with the City. This grant is designed to connect significant
recreational resources, and is also due by March 31".
Mr. March mentioned that the City has already been awarded the Trail Linkage Grant for
LaMotte Park, but hasn't requested the funds yet. Mr. March suggested applying for the
Outdoor Recreation Grant for Royal Meadows Park and LaMotte Park together.
Mr. Palzer suggested that the Park and Recreation Committee install a trail connecting
Royal Meadows Park to Brian Drive, and another trail cutting across from Fox Run to
4
