City of Centerville <br />Council Meeting Minutes <br /> <br />December 9, 2009 <br />Mayor Capra explained the operating budget to Mr. Marshall stating that it has been <br />reduced. She also clarified that Mr. Marshall’s total amount of tax increase is not all City <br />tax, but also School and County taxes. She also reviewed the States’ 2009 market home <br />value levy stating that without the suspension of the program $68,000 of the levy that the <br />City collected was credited back to residents’ property taxes. <br /> <br />City Administrator Larson also clarified that the tax increase is because of a <br />redistribution that is occurring, properties that are going down in value compared to other <br />properties such as Mr. Marshall’s, which have increased in value. <br /> <br />Councilmember Linda stated that citizens are welcomed to offer ideas and input, as <br />taxpayers, where they feel the City should implement cuts. <br /> <br />Janice Hackman, 7034 Dupre Road, appeared before the Council and asked who plans all <br />of the after school programs, extracurricular and evening adult activities, noting these are <br />areas that could be cut. Mayor Capra replied that those programs are funded through <br />Community Education, not the City. <br /> <br />Mayor Capra encouraged residents to attend the budget communications meetings that <br />the City Council holds in July and August to offer their input. <br /> <br />There being no further speakers Mayor Capra closed the public hearing at 7:10 p.m. <br /> <br />Motion by Council Member Fehrenbacher, seconded by Council Member Paar to <br />approve closing the public hearing at 7:10 p.m. All in favor. Motion carried <br />unanimously. <br /> <br />III. APPROVAL OF AGENDA <br /> <br />Mayor Capra made the following additions to the Agenda: <br /> <br />Consent Agenda, Item 1, added Page 6a, (Check#25017 – 25025). <br /> <br />New Business, Item 5, added Replacement pages. <br /> <br />New Business, Item 6, added Replacement pages. <br /> <br />New Business, Item 8, added Page 100a, Res. #09-0XX – Authorizing Closing Certain <br />Funds. <br /> <br />New Business, Item 9, added Page 100b, Consider Recycling Refund/Incentive for 2009. <br /> <br />New Business, Item 10, added Page 100c, Liquor, Tobacco, Massage Therapist & <br />Establishment License Renewal/New License. <br /> <br />Page 2 of 7 <br /> <br />
