City of Centerville <br />Council Meeting Minutes <br /> <br />February 24, 2010 <br />monitoring system would require work on each well, plus programming the SCADA <br />system. He stated the work would be required at some point by the DNR; however, not <br />necessarily needing to be completed at this time. <br /> <br />City Engineer Statz explained that the DNR is trying to make cities more aware of their <br />wells hopefully eliminating problems that could arise when the wells are not being <br />monitored. <br /> <br />The City Council discussed the timing and the cost of the project. It was stated the <br />money would be dispersed from the Water Enterprise Fund. It was noted the cost may <br />increase the longer the City waits. Council members suggested obtaining additional <br />estimates from alternate well drillers. <br /> <br />Mayor Capra referred to page 2, the water source alternatives section and the exploring of <br />wholesale interconnection with Lino Lakes. She asked if the City has met that <br />requirement or if that was just informational. City Administrator Larson replied they are <br />required to note what options the City has explored determining if what the City is doing <br />is the most sustainable option. <br /> <br />Mayor Capra referred to the review checklist provided by DNR, asking if Staff is <br />planning to report back to City Council regarding the plan. City Administrator Larson <br />stated Staff is in the process of identifying the answers for the checklist including <br />implementing a City goal for water use reductions and would report back to City Council. <br /> <br /> <br />2. Request from RCWD for Continued Stream Gauge Hosting (Clearwater Creek) <br /> <br />City Administrator Larson stated for many years the City of Centerville has supported the <br />Rice Creek Watershed District’s efforts to improve water quality in Clearwater Creek by <br />allowing the District to locate and operate a water monitoring station behind City Hall. <br />They would like written permission to install and operate an upgraded automated system. <br /> <br />Motion by Council Member Paar, seconded by Council Member Love to authorize <br />Rice Creek Watershed District to continue and upgrade the cantilever stream gauge <br />hosting site. All in favor. Motion carried unanimously. <br /> <br /> <br /> <br />3. Resolution #10-004 – Abatement of Special Assessments (Fund #84264) <br /> Associated with PIN#R14-31-22-31-0016 & the Mill Road Improvement Project <br /> <br />City Administrator Larson stated this special assessment was paid off; however, <br />inadvertently the County was not notified in time. <br /> <br />Motion by Council Member Love, seconded by Council Member Broussard Vickers <br />to approve the abatement of special assessments certified to Anoka County for PIN <br />#R14-31-22-31-0016 for the years 2010-2023 relating to the Mill Road improvement <br />project due to payment in full.
