<br />Planning and Zoning Minutes of July 9, 1996 <br /> <br />Gary Gorem stated the project would be done in 2 phases taking approximately 3 years to <br />develop the entire plat. The townhomes are being built with the intention that the "empty <br />nesters" would purchase them, therefore not having a lot of children coming in. Mr. <br />Gorem also commented that knowing the value of trees they will try to save as many as <br />they can. <br /> <br />Bonnie Larson, 1724 Peltier Lake Drive, stated the townhomes would appeal to single <br />parents as well as empty nesters. <br /> <br />Bill LaLonde, 1687 Westview, questioned the price range of the homes. Mr. Gorem said <br />the single family homes would be $150,000+, the single family townhomes $140- <br />150,000+, and the twin homes around $120,000. <br /> <br />Ms. Larson asked if they would be handicapped accessible. Mr. Gorem stated there will <br />be some because there appears to be a market for it. <br /> <br />Mr. LaLonde questioned if the park property was useable. And Ms. Larson asked why <br />tennis courts. Mr. Wilharber stated the city is purchasing 11 acres from the LaMotte <br />estate to expand LaMotte Park which will primarily be used for softball. Mr. Wilharber <br />also stated the purpose of the park is to provide park for Center Oaks residents. <br /> <br />Wayne LeBlanc, 1677 Peltier Lake Drive, expressed three concerns; runoff / detention <br />ponds; additional people and amount of school space; and feels the city should require full <br />size lots with no exceptions. Ms. Welk stated that by allowing a PUD development the <br />project is an exception to the use of the land. <br /> <br />Wayne Kallstrom, 6927 Ivy Court, stated he was aware that the area would be developed <br />at some time but would like to see a traffic study done especially for Center Street. <br /> <br />Cindy illshafer, 1825 Center Street, expressed a concern for the runoff because the pond <br />is also in her backyard; it fills up in the spring and fall. Mr. Olson stated the field crew <br />was out and will be looking at it, but that they would hope to make the ditch drain better. <br /> <br />Amy Ebsen, 1594 Peltier Lake Drive, questioned who would be maintaining the trailways. <br />....__Mr. Olson stated a portion of them would be maintained by the association. <br /> <br />Murray Wilke, 1809 Center Street, stated the drainage ditch has helped immensely and <br />would like to be reassured that it would not be altered. Mr. Wilke also expressed a safety <br />concern for the ditch being next to the proposed park. <br /> <br />Mr. Wilke also questioned the number of associations, the area which would be under <br />them and what control they would have. Mr. Gorem stated the association basically tells <br />them what they can and cannot do. Residents pay association dues for the maintenance, <br />garbage, etc. Mr. Gorem stated the residents are the association and the city does review <br />the association documents and they will be recorded with the final plat. <br /> <br />PZ7-9MM.WPS <br /> <br />5 <br />
