<br />Planning & Zoning Commission -- February 7, 1996 Minutes <br /> <br />Welk stated that the berm would be a good buffer between the commercial property and <br />the residential and with the wetlands and mitigation area required the strip of commercial <br />property is non-buildable. <br /> <br />The effects for Eagle Trucking are minimal because even though they would like to <br />expand the existing building is non-conforming. <br /> <br />Tourville agreed with the committee that the berm is good but would like to see it <br />landscaped with bushes or evergreens. Goertz stated that it is possible for them to put <br />evergreen on outlot E but when outlot D goes to develop that new owner should be <br />responsible for landscaping. <br /> <br />Tourville stated that he has no problem with the rezo~ng and commented that the city <br />should be flexible to make things work. <br /> <br />Wilharber commented that the city has very little commercial base and is not if favor of <br />rezoning the commercial property to residential. <br /> <br />Summary of the issues: water to existing residents on Brian Drive, development of the <br />tree farm and ditch issues. Wilharber stated that no way anyone can get in to clean the <br />ditch and when homes are built it will make it more difficult for upkeep. <br /> <br />Fogerty stated he would rather see homes behind him rather than commercial or industrial. <br />Fogerty also commented on the ditch, it is currently not in the right spot and although he <br />would hate to see the tree go the drainage ditch needs to be corrected. <br /> <br />Wilharber expressed concern for the loss of 80 feet of commercial property. P&Z feels 80 <br />feet would not impact the development of Outlot D. <br /> <br />Tourville asked ifit is possible to shorten the street so that the commercial property would <br />not have to be rezoned. Goertz stated he would lose 10-12 lots because the lot size <br />requirement would not be met. <br /> <br />MOTION by Welk, second by Vermeulen to recommend the rezoning of the commercial <br />and R3 district to accommodate the Clearwater Meadow project for the reasons mention <br />above with the contingency of the preliminary plat approval. Therefore if the plat is not <br />approve the property will not be rezoned. Motion carried unanimously. <br /> <br />ORDINANCE 4: MINIMUM AREA OF STRUCTURES <br /> <br />Vermeulen stated that they have discussed this previously and determined what the <br />intentions were.
