<br />Broussard-Vickers agreed, and suggested directing the car wash traffic from the west to the east <br />and have the vehicles exit on 20th Avenue. Mr. Magill replied he would rather continue the car <br />wash business entering the front and exiting through the back. <br /> <br />Mr. Tourville questioned the possibility of future gas pumps at this site. Mr. Magill explained his <br />plan is to first put in a third car wash and then put in additional gas pumps later. Mr. Tourville <br />suggested redirecting the car wash traffic to eliminate a lot of traffic congestion concerns. <br /> <br />Mr. Tourville asked, "Was Dick Hubers informed the car wash addition would limit his ability for <br />future expansion?" Mr. Magill commented he had spoken with Paul Palzer, Public Works <br />Director, who suggested talking to Dick Huber at Eagle Trucking. Mr. Tourville explained the <br />Planning and Zoning Commission has attempted to keep a minimal 20' distance between buildings. <br />Mr. Magill commented he will develop a new concept and propose a new site plan at a later date. <br /> <br />MOTION by Ms. Welk, seconded by Ms. Vermeulen to close the Public Hearing at 8:05 p.m. <br />Motion carried. <br /> <br />Chairperson Dan Tourville called the regular Planning and Zoning meeting to order at 8:05 p.m. <br /> <br />APPROVAL OF MINUTES <br /> <br />MOTION by Ms. Welk, seconded by Ms. Vermeulen to approve the March 11, 1997, minutes <br />with corrections. Motion carried. <br /> <br />SET AGENDA: <br />Rice Creek Watershed District <br /> <br />UNFINISHED BUSINESS: <br />Rice Creek Watershed District Meeting (RCWDJ- <br />Mr. March reported RCWD had a meeting Wednesday. Mr. March explained an operational <br />study for Peltier Lake Dam had been requested to either eliminate or modifY the dam. <br />Mr. LaMotte recalled the City of St. Paul placed rock around the edge of the lake twenty years <br />ago to prevent erosion. Mr. March stated that currently the residents on Peltier Lake Drive have <br />started a petition not to lower the lake by modifYing the dam. However, a counter petition <br />asking the dam be lowered stating several farm properties were suffering from standing water. <br /> <br />Pawn Shop Ordinance - <br />Ms. Broussard-Vickers evaluated both the Circle Pines and Coon Rapids Pawn Shop Ordinances. <br />She liked certain issues presented in the Circle Pines Ordinance, especially the specification in the <br />Coon Rapids Ordinance concerning precious metals and dealers. <br />
