The first was from <br /> EFA (Earl F. Anderson) and the second from GameTime. Ms. DeVine explained that she <br /> had spoke with Paul Palzer (Public Works DirectorBuilding Offcial) regarding <br /> installation of the playground equipment. Mr. Palzer suggested installing the playground <br /> equipment above the ground (outside of the footings). Installation above ground would <br /> mean drain tile would not be required. Drainage would be through a slope in the fill. Mr. <br /> Palzer suggested concrete for the playground structure itself, but not the perimeter. Mr. � <br /> Falzer also stated that the Public Works Department could install the equipment in <br /> approximately three (3) days time. The bid submitted from EFA came in at $10,000, <br /> which includes fibar and an Equipment Installation Supervisor, but does not include j <br /> excavation and grade work. The bid submitted from GameTime came in at $8271.22, but � <br /> does not include the fibar, concrete (border) or Public Works time. GameTime will cost <br /> approximately $1800 more when taking all of the above into consideration. Although, <br /> when you take into consideration the costs of the benches/picnic tables/trash receptacles, <br /> on which the City would get a 3% discount, it would roughly be a"wash". <br /> Mr. Porter and Ms. DeVine will get together to discuss the specific dates/timeframes, <br /> placement of the play structure, colors, type of fill, border, etc. Ms. DeVine questioned <br /> the Committee on polling the Royal Meadows neighborhood #o gather input on the color <br /> of the play structure, adding that this could bring citizen involvement, ownership and <br /> possibly volunteers to install the equipment. <br /> Council Member Sweeney and Mr. Navin felt it best to have the Public Works <br /> Department install the play equipment. If Public Works installs the equipment, you <br /> would have less negative comments from the citizens. The Park and Recreation <br /> Committee is designed to be stewards of the City, with only the best interests of the City <br /> in mind. Wha.tever type of equipment or color of equipment should be handled by the <br /> Park and Recreation Committee. <br /> 4 <br />
