I indicated that the appraisal and his asking price were in a compatible
range. Mr. Hubers mentioned that he has contracted with the Nova Group to complete the
environmental review on his property. He has spent $3500 so far on the monitoring of the
removal of the below ground fuel tank and soil sampling. It will cost him an additional
$1000 for Nova to complete the Phase I. Mr. Hubers indicated that he would cover the cost
for completing the Phase I study.
* The City received a dividend in the amount of $2,055 from the property/casualty portion
of the insurance package.
* Diane Ward and I attended a meeting yesterday at the Anoka County Government
Center on the subject of the proposed 2000 funding for the Community Development Block
Grants. The City of Centerville is slated to receive an approximate allocation of $7000 for
the year 2000. These funds can be used for various activities such as housing
rehabilitation, commercial revitalization, demolition, property acquisition, etc. Since the
fianding comes from the federal government, there are several strings attached to property
acquisition and building demolition. One of the best uses for the funds is in community
infrastructure. A possible use of the funds would be to use them towards the proposed
streetscape/watermain extension on Main Street. In 2001, the County is considering
having the communities within the County compete for the CDBG funds. This competition
would include two groups. Larger cities would compete with the larger cities. Smaller cities
would compete with the sma{fer cities. I have supported this concept for the last two years.
This would allow Centerville to compete for a larger pool of funds that could be used to
have a much more substantial project impact than the current approximate $7000 per year
entitlement. Applications for the funding have to be received by the County by February
11, 2000.
12/ 17/99
