r <br /> Mr. March explained that Mr. Mattke was appearing before the Park and Recreation Committee <br /> because the property is not scheduled in the MUSA until 2001. Modification of the date will <br /> need to be approved by Council, along with some type of benefitlgain outside of the normal Park <br /> Dedication Fees. Once the Park and Recreation Committee approves the proposed plan, a <br /> recommendation will then need to be forwarded to the City Council. <br /> Mr. Mattke presented an offer of $2000 per lot compaxed to the existing park dedication fee of <br /> $1200 per lot, with the condition that the development be developed as a PUD, and the MUSA is <br /> modified to one year earlier than the original date for this property. Homes will not be <br /> constructed until the end of summer/early fa11, so there will only be roughly 6-12 homes built <br /> ne� year, with the balance of the homes being built the following year. Mr. Mattke added that <br /> they are just in the sketch plan phase. <br /> Mr. March mentioned that he spoke with Mr. Jon VonDeLinde, Anoka County Parks Director, <br /> last week. Mr. VonDeLinde informed him that the rough grading for the trail around the south <br /> side of Centerville Lake will begin next week. Mr. March continued, stating that there are 3— 4 <br /> acres of proposed wetland in this proposed development. It would be a nice amenity to have a <br /> trail azound the wetland. Also, Metropolitan Council would have to approve modifying the date <br /> change in the MLJSA from 2001 to 2000. When Gor-em plats the property east of this proposed <br /> development, the Park and Recreation Committee will want to retain a trail easement. From <br /> there, Gerald Rehbein has already stated that he has no problem with a trail easement on his <br /> property, in fact, he wants to dedicate some of his property for t� purposes. Mr. Ken Carpenter <br /> will have a problem with a trail easement on his property, so this could be an issue in the future. <br /> Where the trail will be placed once it gets to Mr. Carpenter's property will need further <br /> discussion. Mr. Wilharber owns the next two parcels of land just south of the proposed <br /> development. <br /> Motion by Mr. Navin, seconded by Mr. Larson to recommend to City Council that Park <br /> and Recreation will recommend advancement/modification of the comp plan to one year <br /> earlier, at the developers ezpense with the following conditions: $2000 per lot in park <br /> dedication fees, construction of a trail and/or include sidewalks as deemed necessary at <br /> developers egpense. All in favor. Motion carried unanimously. <br /> OLD BUSINESS <br /> Acorn Creek Park <br /> Mr. Navin questioned the balance of the park dedication fee account, and if the letter was sent <br /> out to Mr. Travis regarding the trail in the Woods of Clearwater Creek development. <br /> Ms. Lien stated that we currently have a negative balance in the park dedication account, and the <br /> letter was sent out to Mr. Travis on the 18`� of November. <br /> Ms. DeVine mentioned that people are parking in the gass at Acorn Creek park, and that at <br /> some point in the future, a parking lot will be a necessity. <br /> Page 2 of 6 <br />
