Options or prioriry considerations for other <br /> items are described with #he item. <br /> 11/1/00 Park and Rec Meeting <br /> Hopefully a11 will agree the SkateBike/Scooter Park is top priority. <br /> Pazk and Rec should request the plan for sidewalks at Hunters Crossing. A wlule back, that was one of the <br /> stipulations on the tentative approval of the development. (This relates to an item on sidewalks below.) <br /> Approve revised trail p1an so that it can be mailed to garticipants in the 9/25/OQ meeting. <br /> A number of items could be listed from the trail plan, but here is an important #ime critical item. $egin work on <br /> seeking funds for a pedestrian/6icycle bridge over 35E at Clearwater Creek. Anoka County Parks said they can <br /> probably help. As soon as we send them the updated plan, they could begin working various Met Council <br /> requirements and plans. (Target Nov 2001.) <br /> Comprehensive Plan Related <br /> � <br /> Review and decide requirements for sidewalks or not (I have some non-traditional ideas here on this}. Put results I <br /> in Comprehensive Plan (Target complerion Feb, 2001 in tune for the P&Z spring rush of developers.) <br /> Replace eausting comprehensive pedestrian plan referred to in the Comprehensive Plan with a new guideline. I <br /> (Target Feb, 2001, P&Z rush.} I <br /> Review requirements for trail access to parks. Trails should go all the way to the street. The design mistake of <br /> the catch basin dead center on the trail at Acorn Park I don't believe is a coincidence. The developer looked I <br /> everything over and saw a place to put the drainage through public land and did it. It will happen again. The <br /> drainage culvert is also too short, ending close to the middle of the back yard of the adjoining resident. If I lived � <br /> there, I'd ask it be lengthened to terminate closer to the holding pond. (Target Feb, 2001, P&Z rash.) � <br /> Review requirements of trail access right of way. Cunently, the guideline is an 8 foot trail, wi�h 6 feet on either � <br /> side making a total of 20 feet. At Acorn Park, decks and back yards of adjoining property owners have a low <br /> quality situation. In my mind, these properties aze obviously undesirable. The city should not allow such <br /> undesirabie situations. I suggest the easement for these trails be increased to at least a11ow a properiy owner to <br /> plant some kind of border. I suggest a width of 30 feet and keep the 8 foot trail width. This adds 5 feet on each <br /> side and I don't believe an additional narrow strip of land 10 £eet wide wi11 bread any of our deveiopers. Update <br /> the Comprehensive Plan. (Tazget Feb, 2001, P&Z rush.) <br /> Decide on guidelines for trail widths. In general, I suggest short trails such as those providing access to parks <br /> (]ike at Acom Park) be 8 feet in width. Where a trail is longer and especially those that would have bicycle <br /> traffic be 10 feet wide if possible (in front of the strip mall, it could be 10 feet, but by the cemetery, for example, <br /> it can only be what it is now, perhaps 5 or 6 feet. <br /> Approve trail plan and put in Comprehensive Plan (Target Feb, 2001, P&Z rush.) <br /> VVith new development, make sure trails e�ust to safely move people from every home to the main traii loops of <br /> the city. Then, pedestrian/bicycle routes could allow kids and everyone to get almost anywhere in the ciiy safely <br /> without having to use their cars. Put this in the Comprehensive Plan. <br />
