running under Centerville Road. The on-duty, Public Works employee responded to the area and notified the appropriate officials concerning the leak. Mr. March indicated he had contact the Minnesota Pollution Control Agency to question whether there was a sewage spill the City should be aware of. He was informed that a representative was researching the matter and would be contacting him on Thursday, November 9, 2000 with the requested information. Mr. March also stated that there was a recent sewer leak at the intersection of Old Mill Road and Peltier Lake Drive. Mr. March stated that property owners witl�in the area have private wells and expressed concern that their wells may have been contaminated with bacteria as a consequence of the leak. Severai residents sent individual water samples to a lab for analysis and several of the samples were found to be contaminated. Several of the same residents contacted the City to inform the City of the problem. The City arranged to take individual samples from the affected residences and forwarded same to the lab used by the City. Those samples were found to contain no bacteria. The lab used independently by the residents has since admitted to having contaminated samples. Mayor Wilharber questioned whether the City had a responsibility to immediately inform residents of a sewer leak in areas where residents have private wells. City Engineer , Peterson indicated that the Public Works staff acted appropriately to contain the spill and �' notified the proper authorities. Mr. Peterson also stated that it would be informative and courteous to notify residents in similar situations. I I VIII. UNFINISHED BUSINESS Resolution OQ-30 Cable Franchise Extension I Motion bv Council Member Sweeney, seconded by Council Member Broussard I Vickers to approve Resolution 00-30, a Resolution Extending the Term of the Cable Franchise Granted to MediaOne North Central Communications Corp , d/b/a �' AT&T Broadband. All in favor. Motion carried unanimouslv. Resolution 00-31 — Awardin� Sale of $650,000 G.O. Improvement Bond (Hunter's Crossin Mr. George Eilertson, Juran and Moody, presented information to Council on three (3) bids received for financing the bond. The lowest bid contained the lowest net interest and was submitted by United Banker's Bank. A typographical error was noted "Country Bank" should be changed to "County Bank". Motion by Council Member Broussard Vickers, seconded by Council Member Sweenev to adopt Resolution 00-31, a Resolution Awarding the Sale of $650,000 General Obligation Improvement Bonds of 2000 Fixing their Form and Specifications; Directing Their Execution and Delivery; and Providing for their Payment to United Banker's Bank.
