Mayor Wilharber reconvened the regular Council meeting at 6:12 p.m. <br /> PUBLIC HEARTNG <br /> APPEARANCES <br /> Carolvn Drude - Ehlers and Associates - Bonding for the 20th Avenue Sewer and Water <br /> Praject <br /> Ms. Carolyn Drude (Ehlers & Associates) addressed the Council and presented bid tabulations for <br /> $720,000 general obligation sewer and water revenue bonds, series 1998. (Exhibit B) <br /> Councilmember Buckbee moved a.nd it was seconded to a��rove resolution 98-14 "A Resolution <br /> Awardin the Sale of $720 000 General Obli�ation Sewer and Water Revenue Bonds. Series <br /> 1998� Fixina Their Form and S�ecif�cations� Directin� Their Execution and Deliverv; and <br /> Providin�..for Their Pavment " Motion cazried unanimouslv. <br /> Bonding for Parkview Develo�,ment <br /> Ms. Drude briefed the Council on a chronological layout of bonding for Parkview Development. <br /> Ms. Drude suggested the City call the bond sale on July 22, after the July 14, bid opening. <br /> Furthermore, Ehlers will attempt to make bond delivery by August 22, 1998. <br /> Refundin.g the `87 Street Bond Throu.gh Firsfar Bank <br /> Ms. Drude gave a presentatian and suggested refunding of the general obligation improvement <br /> bonds of 1987. Ms. Drude distributed the existing and future paper work supporting the concept <br /> to call the $615,000 general obligation improvennent bonds. (E�ibit C) <br /> Councilmember Brerzner moved and it was seconded to aD�rove resolution 98-15 "A Resolution <br /> Awardin� the Sale of $245�.,000 General Obl'ieation Refundin�Im�rovement bonds Series 1998� <br /> Fi�ng Their Form and S�ecifications' Directing Their Execution and Deliverv• and Providina for <br /> Their Pavment" and refi�ndina the �eneral obli�ation im�rovement bonds af 1987_ and to <br /> refinance $245 000 at 4 71% thru Firstar Bank in Hu�o Mation camed unanimouslv <br /> Circle Pines - Legington PoIice Department (CPLPAl <br /> Officer Mike Jensen was present to discuss CPLPD submitting a 40-page grant application to <br /> "COPS More." The grant monies are intended to be used to update equipment. <br /> Mayor Wilharber suggested Officer Jensen explain equipment that will be replaced. Officer <br /> Jensen replied the grant monies will purchase new laptop computers to replace the obsolete <br /> computers. $y purchasing the laptop computer system, the applicant will be able to redeploy 10 <br /> full-time of�icers and three part-time officers for a total of 11.5 full-time officers and a total of <br /> 3277 hours of community policing actives. The average savings will pernut appro�mately 285 <br /> hours per officer to be committed to community policing. The updated technology will promote <br /> 2 <br />
