.� <br /> SET AGENDA <br /> Tri-Cities Police discussion <br /> Councilmember Brenner moved and it was seconded to a�nrove the set a�enda with noted <br /> chan ¢es Motion camed unanimouslv. <br /> PETITIONS AND COMPLAINTS <br /> Hearing none - Mayor Wilharber moved to the ne�t agenda item. <br /> UNFINISHED BUSINESS <br /> Terminal Trans�ort - Special Use Permit <br /> Mr. March briefed the Council on Terminal Transports request for a special use permit. <br /> Representatives John Snyder and Brent Coatne_y from Terminal Transport addressed the Planning <br /> Commission in June. Mx. March stated during the Planxung Commission meeting the City <br /> clarified no Certificate of Occupancy will be issued until utilities are granted and they are <br /> operational. Furthermore, Mr. March recommended requiring a comprehensive grading plan on <br /> the forty-acres and that it he specifically identified under item 10 on the special use permit. <br /> Mr. March explained the Planning and Zoning Coznmission held a public hearing and it <br /> recommended the Council consider the grading plan and additional tree planting on the North and <br /> South side of the site. Councilmember Buckbee questioned how nnuch property has been <br /> purchased by Terminal Transport. Mr. March explained the legal description is metes and bounds <br /> of 6.75 acres. Mayor Wilharber commented favorably upon Commission member Buckbee's <br /> comment suggesting a buf�er between the commercial property and zesidential property. <br /> Mr. 3ohn Snyder (R.J. Ryan) and Brent Coatney (owner of Terminal Transport) addressed the <br /> Council and described their building. Mr. March added, the Building Official reviewed the <br /> building and site plans and the building will be sprinkled. Also, the site and building meet with the <br /> Police and Fire Chiefs approval. Mr. Snyder described the site grading plan. The area will drain <br /> to the north east of the property into a pond. Mayor Wilharber questioned the engineers if it is <br /> acceptable to have the oil and grease from the parking area drain into the pond. Mayor <br /> Wilharber asked Mr. Nyberg of his observations. Mr. Nyberg explained oiI and grease draining <br /> onto another property and carrying contaminations will propose fu`ture problems. Mr. Nyberg <br /> recommended the grading plan be approved contingent upon engineers approval. Furthermore, <br /> the Planning Commission commented on the pond and its drainage and suggested a <br /> comprehensive grading plan for the whole a.rea. Mr. Nyberg reported Mr. Rehbein stated a <br /> comprehensive grading plan will be submitted for the whole corridor of property. <br /> Councilmember Buckbee moved and it was seconded to a��rove the special use permit for Brent <br /> Coatn� contin�ent upon en�ineering.final review and a��roval of the �radin� plan and to amend <br /> 4 <br />
