Duties are delegated to the Parks Commission by <br /> the City Counci! nf Monticello by this ordinance dated February 11, 1991, and.power pursuan� <br /> to Minnesota Statutes, Sectio� 448.56 to 448.56. .:. ,•. ,- <br /> 2-6-3: MEMBERSHIP: The Monticello Parks'Commission shatl consist of five (5) regular members. <br /> to�be appointed by the-Giiy Council of Monticello:=All members shall be residents of the,city <br /> of Monticello and shall have, equal rights and pr �vileges. -- �` � <br /> 2-6-4: TERM OF OFFICE: The term of the regular {nembers shall be forthree (3) years a�d shall , <br /> be staggered so that no more than two members'��terms expire in a given year, All regular.terms <br /> shall expire at the first City Council meeting of the new calendar year. <br /> 2-6-5: ATTENDANCE: It is the City.Council's inten�ion to encourage Parks Commission.members <br /> to attend aIl Parks Commission meetings. Should�any Parks Commission member be absenf for <br /> more tFian three meetings in s.calendar.year, that member may subjeci to replacement by i I <br /> � the City Council ` _ . <br /> 2-6-6: VACANCY: Any vacancy in the regular or.at large membership shall be filled by the City <br /> •Council, and such-appointee=shall;sGrve for the {inexpired term so filled. . !, <br /> 2-6-7:OFFICERS: ' i � <br /> (A) Elections. The City Parks Commission shall elect at its January meeting from its member- <br /> ship a cFiair; vice ch�ir, and a secretary who shall serve for a term of one year and shall have <br /> such powers as may be prescribed in ihe rules of said commission. <br /> (Bi Duties of Chair. The chair shall preside at al! meetings of the Parks Commission and shall <br /> have the duties normally corifer�ed and parliamentary usage of such officers. <br /> (C) Duties of Vice Chair. The vice chair shali act for ihe chair in his absence. <br /> ,(D) Duties of Secretary. A secretary may be'appoinLed who is not a member of the Parks - <br /> � Commission but can be employed as a member of City staff. The secretary shall keep the minutes <br /> �and records of the commission; and with the assistance of staff as is available shaN prepare the ; <br /> agenda of the regular and special meetings for commission members, arrange proper and legal <br /> notice of hearings when necessary, attend to correspondence of the commission, and other duties <br /> as are normally carried ouY by a secretary: � <br /> 2-6-8: MEETINGS .. ,_ - <br /> (A) Regular meetings shall be held on a date established by the Parks Commission. In the <br /> event of a conflict with a hotiday or speciat event, a majority at any meeting mey change the <br /> date and location of the meeting. The meeting shall be open to the general public: <br /> 2-6-9: QUORUM: A majority of the total Parks Commission members shall constitute a quorum <br /> for the transaction of business. _ <br /> 2-6-10: OUTIES OF THE COMMlSSION: It shall be the duty of the commission, with staff <br /> assistance, to study and provide information to`determine the park and open space needs of <br /> the city and make recommendations to the City Council in respect thereof, including general and ; <br /> specific development standards and criteria for'evaluating specific sites. -.: . <br /> �: <br /> 2-6-11: AMENDMENTS: This ordinance may be emended as �ecommended by the majority vote <br /> of the existing membership of the Parks Commisaion and only after a majorrty vote of the City <br /> CounciL , _ <br /> Adopted this 11th day of February, 1991.
