The Council discussed renewin� the garba�e contract, eartendin� the contract beyond the October <br /> renewal date and addressin� the due dates at the next Council meetin�. <br /> Mr. Biil Joslin (2054 Willow Circle) expressed concern re�arding the truck traffic, noise and dust <br /> activity east of Willow Glen. Mayor t�ilharber su�gested Plannin� and Zonina Committee <br /> consider amendin� the noise ordinance to eliminate truck traffic prior to 9:00 a.m. on weekend <br /> morrungs. <br /> Ms. Debra Kops (2055 Willow Circle) said perhaps the city could address the weekend noise <br /> concern to enst�re residents in the fiit��re will not have to deal with the same sihiation. <br /> Mayor �jilharber thanked the residents for voicin� their concern. <br /> UNF�ISHED �3USINES5 <br /> The �r�oods of Clearwater Creek Prelirriinarv Coa�sideration �'or <br /> (Grading Pla�/Preliminary Ptat/Deveiopr�ent Contract) <br /> Mr. March reported the Plannin� and Zoning Commission recommended "The Woods of <br /> Clearwater Creek" preliminary plat approval contin6ent upon the issues presented by the <br /> En�ineer, and City Inspectors are addressed, and specific attention given to the developm�nts <br /> drainage and run off specifically in re�ards to the south properties. And, an "As Built" is <br /> completed prior to certificates of occupancy beina issued that a variance is �ranted pertaining to I <br /> the len�h of the road and a temporary cul-de-sac. �, <br /> Mr. March Qave a brief overview of the proposed preliminary plat. Mr. Peterson said he had , <br /> received the plans just prior to the Council meetin�. However, the cul-de-sac ri�ht-of way needs � <br /> to be established and the grading pIan incIudes previously stated corrections. Mayor Wilharber <br /> questioned the Engineering Staff as to the cost to continue the watermain throu�h the park to the <br /> west of the Development. Mr. March responded in the past the City has requested Developers to <br /> pay a percenta�e of the watermain truck cost. Councilmember Helmbrecht questioned the <br /> Engineer in re�ards to the distance of the dead-end watermain if it is not looped through the park. <br /> l��Ir. Peterson estimated the watermain will be close to 890' if it is not looped. <br /> Mr. Travis commented the RCWD stated the first pond does not need a sl:immer because the <br /> water is draining into the regional pond. Mr. March noted the lang term maintenance to the City <br /> is to clean out the sediment in the regional pond. Also, it may be less expensive to maintain a <br /> smaller and thinner pond than a lar�er regional pond. Mr. Peterson commented the developer <br /> may not be required to install a skimmer. Ma Wilharber confirmed Mr. Peterson will talk to <br /> RCWD and confirm if a skimmer is recommended or required for the �Joods of Clearwater Creek <br /> development. <br /> Mr. March stated the Developer is Iooking for preliminary plat approval and direction on the <br /> development. In addition, the Developer would like to start installing the utilities and suggested <br /> 3 <br />
