City Council Meeting Minutes <br /> June 13, 2001 <br /> *Feasibility Study and Resolution 01-011 <br /> Motion by Council Member Broussard Vickers, seconded by Council Member <br /> Travis to a�prove Resol_ution 01-011, a Resolution receiving the feasibility report <br /> and scheduling the public hearing for June 27, 2001. All in favor. Motion carried <br /> unanimouslv. <br /> *Comprehensive Plan Amendments <br /> Council Member Capra indicated that the form to be submitted indicates that this is not a <br /> MUSA expansion. She then asked what that meant. <br /> Mr. March indicated that when he spoke to the consultant, he recommended putting the <br /> entire parcel into MUSA rather than completed additional amendments in the future. He <br /> then indicated that developnnent of the parcel could be controlled with the developer's <br /> agreement, but expressed concern for a different developer stepping in and wanting to <br /> develop the entire property all at once should Ground Development not proceed with its <br /> plans. ', <br /> Mr. Hoeft indicated Council needed to determine whether it is concerned with having the ', <br /> entire parcel come into MUSA at one time to be developed or if Council desires to ' <br /> control the development of the parcel by not allowing it all to come into MUSA. He then ' <br /> indicated that the Metropolitan Council has indicated that, due to a shortage of land, cities � <br /> would be allowed to develop as rapidly as they desire. � <br /> i <br /> Council Member Broussard Vickers expressed concern for control of the development if �� <br /> the City allowed the entire parcel into MUSA at one time. � <br /> Mr. Hoeft indicated that economics would drive development, as the developer would �, <br /> only be able to develop as fast as he is able to sell lots. He then noted that the City could <br /> control development by requiring controlled timing of the phases with a development <br /> agreement recorded against the property so that anyone who comes in would have to <br /> follow the timeline set up by Council. He further indicated the same could be done for <br /> other parcels within the City. <br /> Council Member Broussard Vickers questioned how moving the entire parcel into MLJSA <br /> would affect the development. Mr. Hoeft indicated that the City does not have to allow <br /> the developer do anything. He noted all the approvals do not change, as the only thing <br /> affected is whether the Metropolitan Council controls development or if the City does. <br /> Council Member Capra indicated that in the past the issue of development has been <br /> governed by the Metropolitan Council and was a restrictian the City could use to control <br /> development. Mr. Hoeft indicated the City still has the same control, except now the City <br /> cannot point to the Metropolitan Council as the ones who are limiting development. <br /> Page 20 of 25 <br />
