City of Centerville Gra/s
, Adopted May 23, 20J1
THE PROCESS
Council began a process in January to define the goais for the City. Councilmembers
Mary Nelson, Dick Travis, Mary Capra, and Tim Swedberg initially met on December 28
with Jim March, Paui Palzer, Paul Montaine, Ray Devine and Wayne LeBianc at the
Pubtic Works Conference Room. Each person described their views of important
projects, ideas, and goals for the City.
In January, Jim Nlarch summarized the initial meeting and Council identified several
priority areas from al! of the suggestions. Council met in workshop on January 31 and
formulated the original priorifiy goals presented to the committes in February as
follows:
• Counci! wants advice on communication methods. Council will form an Ad Hoc
committee Chaired by Theresa Brenner to make recommendations on Websites,
newslet#ers, cable television, document archival, document imaging, and
surveying citizens for their needs. The Council will ask for citizen members from ',
the computer, journalism, and graphics arts fields for their advice and counset.
itizen participation is a must and Ad Hoc committees are idea! for those who '
cannot commit extended time. The City must provide information in advance for I
citizens to participate and we need methods to facilitate citizen opinion once
preliminary information ha been distributed. Aiso linked with this discussion, will
be items we need to clarify ad explain about City procedures and processes so i
the information can be presented to the citizens. ,
• Economic Development is an urgent issue. Council wants professional advice
on design criteria for the commercial properties east of 20"' Avenue towards the
freeway and help wi#h old town renovations. We want to get ahead of the
development curve that Council views as accelerating. Along e+vith this would be
topics ranging from what type of cammercial activities do we want, how can we
rovide a lausiness environmen# that welcomes new business and retains
existing business, in a prosperous community. Are there opportunities fhat the
City can leverage into successfui commercial development?
• Park and recreation is another area identified by Councii. items mentioned
are youth recreation programs, tra+l and pedestrian access linking public facilities
and neighboring communities including a plan for Main Street, improvements at
La Motte Park including a range of items from skateboarding, cancession
buildings, elctrical improvements. Councii keeps the option of a Community
Center as a longer-term goal, but it is not viable in this 2-year window. Perhaps
the biggest challenge in recreation is which modei will Cen#erville adopt to
provide opportunities for our citizens. One mode! is YMCA/Boys and Girls Clubs.
A second mode( is schoot-community partnerships as described by the Wallace-
Readers Digest Foundation. A third option is to develop our own program. Let's
d
