This may be in the form of <br /> research, plan, ordinance, guideline, purchase, contract, hiring personnel, joint powers <br /> agreement, or actually constructing a building to name a few options. From the original <br /> discussions held in December 2000 and January 200't , the necessary ptanning required <br /> to solve identified issues is important, but action on the plan is critical. Otherwise, we <br /> end in a loop of inaction that does not solve the issues or concerns. <br /> • Researched and factual information provided to Council <br /> There is a need for considered thought before taking action. Responsibility for <br /> achieving this completed staff work rests with the committees, public works, engineer, <br /> attorney, or administrator. Completed staff work is essential before approval by <br /> Council. <br /> It is quite possible that a goa( might not get implemented because the research effort � <br /> finds that there is no authority to act, it costs too much, it is not desired by the public, or � <br /> some unknown entity wiH provide the service or good in a more efficient and cost <br /> effective mannec, These goals are subject to modification based on the best avaiiable <br /> data at the time of an implementation decision. ', <br /> • lmplemented without raising taxes <br /> From the initia{ meetings, members raised taxes as a concern. We also heard this in <br /> the public meetings. The school levy increased property taxes by several hundred <br /> dollars. Members did not want to add goals that would require Centerviile's taxes to <br /> increase. There is a strong sense, that citizens cannot absorb new taxes. <br /> • Coinmunicated and seek public inpufi and participation <br /> The City holds �ublic hearings, informational meetings, open houses, open-mike at <br /> Council meetings, and other forums to gather citizen concerns. The best decisions <br /> occur when differing points of view are given the opportunity to be heard. This Council <br /> and prior Council's value citizen input as essential and have sought that through a <br /> variety of inethods and techniques. <br /> � <br />
