The cominittee briefly discussed the possibility of a skate pazk in the futuze, and came to ,
the conclusion tbat #he City will probably start with a Tier I Skate Park. Tbe general
consensus of the Patks and Recreation Committee was to have it run by the City and not
throagh the YMCA. Councilmemter Broussard Vickers questioned the insurance
lia.bities. Specifically, what would it do to the City's insurance policy if a claim were
filed against it`? What happens with claims? She would like to see the perspective on ,
filed lia.bility elaims, and doesn't want to jecpardize our current policy.
Councilmember Broussard-Vickers requested additional research on the insurance issues.
Ms. Lien will research the insurance issues.

Grants
Ms. Lien distnbuted a copy of the original grant application that was submitted last year
' for Laurie LaMotte Park. NIs. Lien elained that there are enough changes to the
' original gran# application, that a public hearing will be required. ome of the changes to
the originai application include: letters of support, updated fees €or playground I
equipment, skate park, lighting, etc. Ms. Lien requested the committee members' review
the original grant application, naake any changes andlor suggestions, and submit their
changes at the next meeting. The grant application is due at the end of March.
Centennial Hocicey Association (CHA
Mr. Peterson exglained his concerns with the Centennial Hockey Association using the
rink for more than the allotted time agreed upon. The CHA is allotted three hours per
day, three da.ys per week. They aze now using the rink for the entire night (four hours),
all three days per week. The local youth aren't able to use the rink at all those nights.
Additionally, the hockey pla.yers are also using the pleasure rink, which they aren't
supposed to use at all. The committee concluded that since #he year is alnost over, there
isn't a lot we can do about it for the rmaindr of tbis year, but this is definitely
something to take into consideration ne year.
Jackets for Rink Attendants and Pazks and Recreation Members
Ms. Lien explained she had ordered nine (9) jackets, five (5) for each of the Parks and
Recreation members, and four (4) for the rink attendants. We wi11 leave one at the
warming house for the rink attendants to use while on duty. The other three (3) will
remain at City Hall for future use when needed. The cost of each, jacket is rougily $25,
which includes the embroidery. Ms. Lien will distribu#e the exact fees once the invoice is
received. Members can pay for their jacket at that time.
I Comp Plan Amendment
1VIs. Lien cammented that she had spoke with Mr. Palzer regarding upda.ting the Comp
Plan. N1r. Pa,lzer mentioned that there aze several items in the Comp Plan that need
updating, and suggested the entire Comp Plan be updated at one time, rather than the
Parks and Recreation Committee updating just the part related to pazks and recreation.
Mr.lVlarch xecommended the "trail updates" be incorpora#ed into the amendment at the
' same time as the Pheasant Marsh upda.tes. The City will probabl cortact Dean Johson .
with Resource Strategies when it is time for the aanendments.

4
