February 15, 2001 <br /> Council Meeting Minutes <br /> Mayor Swedberg stated that Council needs to consider budgets to determine where the <br /> needs lie and decide where the funds will be expended from for the installations. <br /> Mr. Bisek stated there may be funds available through Xcel Energy and suggested the <br /> City contact them to see if they would be willing to run the power, at little or no cost to <br /> the City, knowing they will reap the benefit of usage of that power. <br /> Council Member Broussard Vickers stated Council needed to determine the final scope of <br /> the project prior to soliciting bids. <br /> Consensus was to set a workshop date to discuss these issues. <br /> 3. Ad Hoc Communications Committee <br /> Ms. Theresa Brenner, 7206 Clear Ridge, submitted a list of ideas for organizing the <br /> committee. <br /> Council Member Capra questioned whether six (6) months was an ample amount of time <br /> to make recommendations to Council. Ms. Brenner stated she did not want the process to <br /> go into the fall and stated she felt the group would stay more focused if there were a <br /> definite deadline. - <br /> Council Member Capra asked Mr. Hoeft if the City agrees to form this ad hoc committee I <br /> as an advisory committee, would there need to be minutes and formal notice of ineetings. <br /> Mr. Hoeft explained that since the Committee would not be conducting any official City I <br /> business, but merely acting in an advisory capacity, Council would set the only � <br /> ' requirements. ' <br /> Council Member Nelson complimented Ms. Brenner on the outline presented and stated <br /> she wouid like to know what the costs of improved or different means of communication <br /> would be. <br /> Council Member Capra stated she would like to see the committee open to as many <br /> residents as are interested in serving. <br /> Ms. Brenner stated she was concerned that the Committee not violate the open meeting <br /> law. Mr. Hoeft stated the Committee would not need to worry about the open rneeting <br /> law because it would not deal with official City business. There is no quorum <br /> requirement and no posting requirements as the meetings are strictly for informational <br /> purposes. <br /> Mayor Swedberg stated he would like to try and create a system where Council depends <br /> on public input and this Committee helps Council gather and interpret same. <br /> Council Member Capra stated she would like to see the Committee meet with and get <br /> information from the current communications people. <br /> Page 11 of 18 <br />
