As those developments come <br /> up for approval, it'11 be lmown wha.t ta do. (Target 2001.) <br /> Monitor the situation with the Barott property. (Target 2001-2005.) <br /> Considez adding a north/south trail under the power Iines especially by City Hal1. Tlus needs to be investigated <br /> and there may be extenuating circumstances. (Target 2001.) <br /> Consider a trail north on 20� and then west to Hugo on 80�' to complete another loop trail. <br /> Consider a trail south on 20`� and then east by Birch street to get to the future park at Centerville Road and <br /> Birch. <br /> Traffic in Centerville <br /> Traffic in Centerville is an indirect Park and Rec subject involving traiis, pedestrians, and kids/youth abi[ity to <br /> get to parks. Traffic will continue to grow on Main St and a plan is needed to deal with the safety of people <br /> venturing out on Main St. It can't be prevented, there is no alternative route that people can take. <br /> Establish an interim plan to mark off ox do something to improve the safety of pedestrians using Main St. <br /> (Target 2001-2002.) <br /> Prepare a plan that looks at the long term and decide how a trail will be built on what is now Main St so that it <br /> might be constructed in phases as areas are developed. Over time, Main St will become more and more <br /> connmercial and there will be very little that can be done to stop it. People will not want to raise a family or live <br /> on the busy street. (Target 2001-2002 to prepare a plan. Target 2003 to 2015 to rebuild Main St in a people and <br /> car friendly way.) <br /> Also, work the issue of diverting traffic around the city. The only feasible way appears #o be a new interchange <br /> allowing traffic on 35E to get to 35W and vice versa. Begin working the issues on this new interchange with the <br /> state. (Target 2001-2002.) , <br /> Communication � <br /> Consider establishing a more formal but at the same time more fle�cible communication path between <br /> Council and Committee and Committee to Committee. At the end of all Council, Park & Rec, P&Z, and I <br /> EDC meetings, make an effort to identify all issues that ma.y require special attention to other entities. <br /> Record these issues in the minutes and put them in a special section labeled: <br /> "Considerations for Council" <br /> "Considerations for Park & Rec" <br /> "Considerations for P&Z" � <br /> "Considerations for EDC" <br /> Then, at the next meeting, the issues are readily identified and responses can be generated. <br /> Council should make decisions only AFTER feedback is obtained from all relevant committees. Otherwise, <br /> the committees are greatly weakened. For the above ta wark, time must be given for the various other <br /> entities to respond. <br /> Where questions or interaction may be expected on certain issues, delegates from Council or the particular <br /> committee should attend the respective Council or committee meeting as appropriate. These issues could be <br /> more or less first on the agenda so meeting time is minimi�ed for those crossing boundaries. Attendance of <br /> other meeting can be shared among members (it doesn't have to be one particular person). <br /> Agendas, as best as they can be determined ahead of time, need to be communicated so that representation <br /> is ma�mi�ed, <br /> If the Council is really interested in allowing public feedback, allow, on a trial basis, telephone input from <br /> citizens during Council meetings. The more the peopie of Centerville are involved, the better. <br /> Revise two areas in the operation of the City <br /> A. Review and revise Short Term Procedures and Goals. <br />
