The City should establish guidelines and checiclists for developers and itself to standardize process <br /> and keep things from falling through the cracks. <br /> 2. For all major issues, a checklist should include entries for all committees. For example, developer <br /> plans should not be approved by Council until Park & Rec P&Z, and, if appropriate EDC has <br /> reviewed them and provided feedback. <br /> 3.
