To: City Administrator and Committee Members
cc: Council Members
From: Tim Swedberg

Subject: Council Workshop with Committees
Date: December 28, 2000
I would like the Council, as a whole, to meet with each Committee in February at the
regularly scheduled meeting of Planning and Zoning, Parks and Recreation, and Economic
Development. At that time, we can share some of the thoughts of Council concerning
goals and discuss how the Committee's and Council can work to greatest effect.
Since I do not have everyone's email, I am asking that Jim March forward this to each
Committee Member. I can be reached at home between 6:30 PM and 9 PM at
651-407-6222 or work at 651-649-5257. Both lines have voicemail and I will get back with
you if I am not available. My email is mavacat(aqwest.net and is probably the best way to
give me lengthy information.
I look forward to meeting you in the near future. Until then, think about what you would like
to see achieved in the ne year.
I offer the following items for discussion and encourage you to add to this list: I
a) Communication from Council to Committee
b) Communication to Council from Committee
c) Staff support and minutes
d) Expectations and priorities — Goals from the Committee perspective
e) How to make recommendations to Council
fl How to brief Council for information only
g) Ways that Council can ask clarifying questions
h) Public participation, comment, timeframes, and involvement
i) Task forces and liaisons for one-time only projects
j) Committee size, appointments, and term of service, standardize bylaws
k) Checklists to ensure everyone is heard and given consideration
