Cha.irperson Doug Porter called the meeting to order at 6:30 p.m.
Present: Chazrperson Doug Porter
Karla. DeVine
Wayne LeBlanc
Brian Walte
Tedd Peterson
Terry Sweeney (Council Liaison)
Absent: '
Staff: Jill Lien ,
I
I
APPEARANCES i
Graund Develoment I I
Terry Hannah aud Joel Cooper from Ground Development appeared before the Parks ana i
Recreation Committee to present the revised preliminary pa,t map for the proposed
Pheasant Marsh development. Mr. Cooper e}cplained the path of the streets, trail and
sidewalks, along with the placement of the storm water ponds and outlots. There will be
thtee storm water ponds that are classified a Type 1 wetland mitigation, wluch in his
words are "perfect pheasant cover". Mr. Cooper also mentioned that the developer would
be willing to deed the outlots over to the City, adding that some or all could be left in
their natural condition. They continued the sidewalk through on Dupre Road to maintain
the "upland" flow. After lengthy discussion, it was determined that they will "blend" the
sidewalk into the trail, which will serve as an access to the proposed garkland in Outlot
A. In addition, the trail will act as a buffer to the Vickers property. The committee
stressed to the developers tha# they want the trail installed e any properties that abut
it are sold, so the homeowners aze aware of the traii before t ign any purchase
agreements. Mr. Hannah confirmed that the cammittee w he trail ran straight across
Dupre Raad running "roughly" along block l, lot 12 and continuing upward along and
across the Vickers property to Outlot A. The revised plat map will be presented to City
Counci on December 13, 2000.
YMCA
Darrell Silverness, Jason Swavely and Katie Kubic from the YMCA appeared before the
Parks and Recrea.tion Committee to discuss the consideration of a proposed ska.te park,
1
