Mr. Rehbein reported RCWD issued a permit on the property in question based on the grading plan, and then he requested council approve the plan. Mr. Hoeft explained to Mr. Rehbein that he may grade at his own risk. Interim Use Permit For Redi-h'Iiz Operation Ms. Gaustad gave a synopsis of an Interim Use Permit request from Dennis Shudy. The Planning Commission considered the request and made recommendation f�r approval. However, during that meeting the permittee identified the wrong parcel of property. Since, Staff researched the zoning map and comprehensive plan and discovered the parcet in a RY (Rural Residernial) district. The rural residential district is isolated within the corridor of industrial property. The property owner submitted a rezone request and is scheduled ta be heard before the Commission during the next - meeting. In addition, the business owner applied for a special use pernut, however, an interim use permit will be in accordance to proposed Ordinance #4. Interim Use Fermits. And the permit will allow the Council annual review authority. In short, Ms. Gaustad suggested the Council consider the facts presented prior to approval. Motion by Councilmember Brenner, seconded bv Cauncilmember Nelson ta direct Staff to prepare an Interim Use Permit. Motion carried unanimousty. Cit�Hall Camput+er Bids Sp�cificatio�/Quotes Ms. Gaustad updated the Council on the latest computer bids speci�cations and quotes. The City received three bids; one included tu� and the same did not quote in accordance with the request. Therefore, Staff creaxed a line item spread sheet to simplify the selection process. The Council shortly, discussed the issue wtuch caused the following action: Motion by Councilmember Travis, seconded by Councilmember Brenner to table the computer bid quotes until May 26, 1999: Travis, Brenner. �Vilharber aye - Nelson nay. Motion carried. Mayor Wilharber requested to address Goetz Landscaping. Goetz Landscaping - Preliminaryreviewfor Grading, Drainage, Erosion Carrtrol & Utility Plans Mr. Peterson reviewed the grading, drainage and utility pians and they met with his approval with one exception. The drainage along County Raad ditch 54 is in need of cleaning. Mr. Palzer commented the County may not maintain this ditch. Mr. Palzer stated that the plans show the driveway will be surrounded by rip rap, and class 5 but; the ordinance states that the entrance must be paved. Mr. Sharp, (Denrus Sharp Engineering) explained that the rock entrance will only be used during construction as a temporary driveway. 11�Ir.
