. <br /> ' Consic�era�ions for <br /> � The Parks and Recrea�io� Comm�ttee <br /> �e6ardin� P�rks, Trails, and Lakes <br /> To: Parks and Recreation <br /> , From: Parks, Trails, and Lakes group, Design Team Volunteers <br /> � Date: March 29, 1999 <br /> The Parks, Trails, and Lakes group has formulated some recomm�ndations for consideration, first by tne Park and <br /> Recreation Committee and then, by the City Council. T11e group has done its best to tlunk of the conununity as a i;�ho3e, a�ld <br /> put fon�ard suggestions that are both desirable and doable. <br /> The Parks, Trails, and Lakes group saggests these pians be approved, tirst by the Park and Recreation Committee, <br /> and then, witi► revisions, if any, b�� the City Council. This approval would provide direction and assarance that these <br /> pl2ns should go forward with the backing of the Park and Recreation Committee and the City Council. <br /> Below are roughly prioritized separate lists for Trails, Lakes, and Parks. See also the map giving an illustration. <br /> Traiis <br /> 1. Connect the Anoka Park traii to Lamotte Park. <br /> The current drawin� of Lamotte Park does not show a trail connection, but in the meeting with Parks and Recreation, <br /> the obd7ous first priority is to connect the Anoka Park trail with the Lamotte Park parking lot. This would be a trail on <br /> the western side of Lamotte Park from the south end to the parking lot at the north end. From there, the trail might go <br /> east, in an eventual connection to the Centerville Interceptor easement and/or north possibly throu�h or on the edge of <br /> the church properiy to the heart of downto��n. Jim March explained that there is a Cooperative Trail grant for up to <br /> $SOk with a 1:1 match that could be used for this. <br /> 2. From Lamotte Park try to run a trail through or oti the edge of the church property. <br /> This suggestion attempts ta keep the trail off of the road and away from residential housing. Perhaps someone could <br /> work with the church to find some mutually beneficial arrangement. For instance, perhaps the church would allow the <br /> trait if the_y could use the school for class space. The group identified a person who might pursue such arrangements. <br /> 3. Attempt to ensure a connection to the Wargo Nature Center. <br /> A connection to War�o will most likely happen as long as #I happens. Anoka Parks have plans for the trail that would <br /> connect at Lamotte Park to snake through the park and reach Wargo. <br /> 4. Connect to a possible Hugo trail. <br /> There are apparently plans for a trail to go from St Paul to Duluth through Hugo. A connection to that trail v��ould be <br /> possible from 20 on a possible "Crreenway" along Clearwater Creek east, or, perhaps it wiil run on County 14 east to <br /> Hugo. In any case, according to Jim March, there are plans to add anotner pige to an easement area just so�?th of <br /> Lainotte Park straigl�t east to 2U` This is apparently called the Centerville Interceptor project and offers an opportunity <br /> to put a trail running east/west between Centerville road and 20�' starting just south of Lamotte Park. With the di��in� <br /> scheduled for the new pipe a trail could be consturcted for not much more money. Now wauld be the time to install the <br /> trail, before the land to the south is develo�ed. This trail is hi�hlYrecommended for two reasons. First, it wi11 allow <br /> Centerville residents safe and convenient access to Lan�otte Park. Second, when a connection is made to the Hu�o trail, <br /> this route is tied nice�y to the Anoka Park trails and it offers a route that is not near a busy street. It also runs close to a <br /> possible Greenway route, if that ever happened. ln addition, a trail should also go along County 14 fr�m Centerville <br /> Lake to the east border of Centerville on the north side of Main street. <br /> 5. Complete a circle route around Centerville Lake. <br /> Property just north of the rectory seems available for purchase. Anoka County is apparently acquiring this property. This <br /> land is key to the Design Team idea allowing access to the lake as a scenic overlook and a route fi�r a trail to <br /> circumnavigate Centerville Lake If at all �ossible this land should be ac�uired for those pur�oses <br /> 6. Investigate other possible trails or loops in the city. <br /> 20�' street may offer some trail possibilities, and there may be other areas where trails may be desirable. <br /> 1 <br />
