� <br /> t <br /> I <br /> CENTERVILLE ECONOMIC DEVELOPMENT COMMITTEE <br /> REGULAR MEETING NIINUTES <br /> FEBRUARY 1l, 1999 <br /> Pursuant to due call and notice thereof, the Centerville Economic Development <br /> I Committee did not hold their regular scheduled meeting on Febn.iary 1 l, 1999 due to lack <br /> of quorum. Penny Simonson and Lucy Thompson of the Minnesota Design Team were <br /> not present due to weather. They would like to reschedule in March. <br /> An informal discussion on agenda items was called by Chairperson Tim Rehbine. The <br /> discussion was held with those that were present: Chairperson Tim Rehbine, Committe� <br /> member Mary Capra, City Council liaison DickTravis, City Administrator Jim March, <br /> Economic Development Committee applicant Lori Dorn, secretary Aimee Fairbrother, and <br /> residents Wayne LeBlanc and_Norma Essex. <br /> The discussion started with a re-cap of the proposed Lloyd Drilling Strip Mall. Jim March <br /> informed the group that City Council had decided the lay out of the building was not what <br /> the City is looking for, and that he expects to hear more from Lloyd Drilling in the near ' <br /> future. � <br /> In a brief synopsis of the All - American City Award, Mary Capra stated that although the ' <br /> award would give the City a lot of advantages, it could be very costly. Some of the I <br /> advantages of the award include: an awareness of civic pride, a tool to bring in new ' <br /> residents and businesses, and a way to bring the community together. Some disadvantages I <br /> would include: a$275 application fee, a$L0,000 conference expense, lack_of City <br /> volunteers, and possible burnout of current volunteers by combining to many projects with � <br /> Design Team tasks. � <br /> The award process and requirements are very similar to what the City has }ust completed <br /> with the visit of the Minnesota Design Team, and basically the City would need to go <br /> through the whole "Design Team" process again. Although the initial application is twelve <br /> pages long, it is very similar to the Minnesota Design Team application. Mary Capra has <br /> contacted Penny Simonson of the Minnesota Design Team in hopes of retrieving a copy of <br /> Centerville's application for the Team. If the City chooses to apply for the All-American <br /> City Award, this application will be helpfut in many ways. <br /> The Business Person and Citizen of the year awards were briefly discussed. Mary Capra <br /> went over ideas for changing the form. After much discussion on criteria,_ nominees, <br /> active residents, and voting candidates, the group thought that it would be best if the <br /> committee could come up with a form and guidelines by the next City Council meeting on <br /> February 24, 1999. The guidelines would include a numbered ballot system, in which a11 <br /> the ballots could be tracked. The group also liked the idea of giving all committees, and <br />
