i

i

Daie Larson felt we were done with this issue. He stated we have explored/examined the
issue, and it is out of our hands now,
Doug Porter stated there was one written request for the City to install a foot bridge from
Joe Ulrich of 7055 Cottonwood Court. Mr. Porter felt the City should respond to Mr.
Ulrich, explaining that there will be no action taken at this time.
»Pc ler Estates - The council decided to accept $25,000.00 for park dedication fees,
which equals $5,000.00 per lot. -
.o Fee Aj.stment for Park nedication - Doug Porter researched the surrounding
communities by calling four different cities. His last call was to the City of Lakeville,
which is just finishing a survey of the metro area. After being faxed a copy of the survey,
Mr. Porter felt there was a general consensus of a flat rate based on the type of dwelling.
He felt the $900.00 the City of Centerville is collecting is similar to surrounding
communities, if not a little low. He suggested a formal proposal from Park and Recreation
to modify the fee resolution.
Jim March stated that currently we are collecting $900.00 per lat. Breaking it down to
$750.00 in park dedication fees, and $150.00 in trail dedication, or, as mentioned we still
have the ability to take 10% of the land.
Michael Navin felt the language in the ordinance needs to be changed, suggesting taking
offthe "or" 10% whichever is greater.
There was discussion as to what dollar amount the Park and Recreation Committee should
recommend if the cunent fees were changed. It was mentioned again the possibility of
striking the 10% value language, or possibly going with a set fee or a sliding fee based on
the type of dwelling.
Dale Larson suggested starting with a flat fee, then working from there.
Jim March suggested a high cap of $5,000.00 and a low cap of $1,200.00, using 10% of
the value. He also mentioned the caps could be ad}usted yearly. He suggested splitting
the $1,200.00 into $1,000.00 for park dedication fees and $200.00 for trailways.
' Da1e Larson questioned why we have to be locked into dividing the $1,200.00 into park
, dedication fees and trailways. We should be able to charge the $1,200.00 and then
determine at a later time how it gets divided.
Motion by Doug Porter to change Article 2- Design Standards, and 21.02 - Land
Dedication to reflect an increase from the $900.00 we aze cunently collecting to
$1200.00 for park dedication and trails. Also, to change the language adding a cap of
$5,000 per lot. Motion seconded by Steve Brown. All in favor.
2
