Draft Draft <br />City Council 2010- 05 -05- 6:30 p.m. <br />Minutes of Work Session <br />Draft <br />Present were Mayor Capra, Council members Ben Fehrenbacher, Jeff Paar, and D Love. <br />Also present were City Attorney, Kurt Glaser and Finance Director, Mike Jeziorski. <br />Absent was Council member Linda Broussard Vickers <br />The Council heard a report from Paul Steffel on his proposed building for downtown. He <br />indicated that he has a proposed restaurant tenant that would like to share the location, <br />but that the restaurant would like to have a beer and wine license. <br />Staff presented a draft ordinance that would change the code to make it possible to issue <br />licenses for beer and wine for a restaurant in that location. The Council members <br />expressed support for the change and the ordinance will be placed on the next regular <br />meeting agenda. <br />Beard Group was not able to have a representative present. <br />Finance Director Jeziorski presented a proposed financing plan for the downtown <br />stormwater project. The financing would come from: <br />Clean Water Legacy Grant... $ 188,550 <br />Rice Creek Watershed District $ 50,000 <br />Loan From Sewer Fund $ 110,000 <br />Cash Balance Fund #453 $ 92,350 <br />The loan from the Sewer Fund would be repaid over five years, beginning in 2012. The <br />Council supported the plan. The matter will be placed on the regular council agenda in <br />the next month. <br />It was reported that staff will be arranging for lab tests on the county pond and on the ball <br />fields to provide baseline readings in advance of the stormwater/ball -field irrigation <br />project. <br />The meeting was adjourned at approximately 8:15 p.m. <br />Dallas Larson, Administrator <br />
