The city will adopt zoning density provisions for the <br />rural service area consistent with Metropolitan Council <br />rural service area density guidelines. These provisions may <br />be either long-term or interim provisions. If interim <br />provisions are selected, the city will also develop long- <br />term rural service area growth management tools which are <br />consistent with Metropolitan Council guidelines through the <br />municipal comprehensive planning process required under the <br />Metropolitan Land Planning Act, subject to local hearing <br />process required for adoption of ordinances. <br /> <br />b. The city will adopt regulations to control develop- <br />ment on restrictive soils as defined by the Anoka County <br />Soil and Water Conservation District Soil Resource Guide. <br /> <br />c. The city will adopt regulations prohibiting the <br />subdivision of land to be served with on-site sewage <br />disposal systems in areas scheduled to receive central <br />sewer service within five years. <br /> <br />d. Upon their promulgation, the city will adopt an <br />ordinance incorporating the Minnesota Pollution Control Agency <br />WPC-40 Individual Sewage Treatment System Standards. To <br />provide on-site sewage disposal system standards prior to <br />the promulgation of WPC-4o, the city will adopt an ordinance <br />incorporating the 1971 version of the Minnesota Department <br />of Health Individual Sewage Disposal System Code. <br /> <br />e. The city will adopt regulations providing standards <br />and procedures for the monitoring and maintenance of new <br />and existing on-site disposal systems. These regulations <br />will provide for the following' <br /> <br />1) The annual inspection of on-site disposal systems. <br /> <br />2) Criteria for septic tank pumping consistent with <br />the maintenance provisions of the 1971 Minnesota Department <br />of Health Individual Sewage Disposal System Ordinance. <br /> <br />3) Licensing of spetic tank pumpers and requiring <br />pumpers to file pumping records with the city on a regular <br />basis. <br /> <br />4. Implementation of the above controls shall be ... <br />contingent upon the Metropolitan Council acknowledging <br />their willingness to assist in providing financial and <br />legal assistance to the City of Centerville should legal <br />action be commenced against the city due to such implementation. <br /> <br />This Resolution was duly approved and passed on the 13th day <br />of April, 1977. <br /> <br /> <br />~L.
