SPECIAL ASSESSMENTS - GENERAL <br /> <br />The assessment rate for any special assessment district is <br />computed by dividing the total assessable cost of such improvement <br />by the total number of assessment units. . <br /> <br />All property within the assessment district, whether city, <br />park, school, or private property, is assessed in the same manner. <br /> <br />All footages are computed and recorded to the nearest foot. <br />If the footage is 84.7 feet, 85 feet is used. Areas computed ~d <br />recorded to the nearest square foot. <br /> <br />B. SPECIF!C ASSESSMENT PROCEDURES <br /> <br />1. Sani tary Sewer Trunk and Water Trunk Lines <br /> <br />Th~ cost of sanitary sewer can be assessed either by front <br />foot, service stub, unit charge, acreage charge, surcharge or any <br />combination of the above. <br /> <br />'-- <br /> <br />The front foot assessment is most common and is -equal to the <br />distance property borders a public utility. In order to be fair, <br />it is a common practice to adjust the front foot assessment. This <br />adjustment is covered in greater detail under Item "C". <br /> <br />The service stub is the house connection which is extended from <br />the sewer lateral to the property line during the time of construc- <br />tion. These service stubs are extended to the property line to <br />prevent future house connections from disturbing the reconstructed <br />street. <br /> <br />One unit charge is generally considered equal to one residential <br />hookup. Therefore, the larger users will pay a larger portion of the <br />sewer costs. The determination of units per hookup is similar to <br />that used by the Metropolitan Waste Control Commission for determining <br />SAC charges with the modifications as indicated in the ordinance. <br />The unit charge will be increased a set amount each year. <br /> <br />The acreage charges will be assessed against all benefited <br />property within the Urban Service Boundary. <br /> <br />Surcharge is a monthly revenue charge to help finance the <br />sewer project. <br /> <br />'\..- <br /> <br />2. Storm ~Y'er <br /> <br />The asses.ant for storm sewers is based on area. The basis <br />for a storm sewer assessment is not the installation- of a pipe in <br />front of a particular property, but, rather, the installation of <br />pipe in an area.
