City of Centerville <br />Downtown Strom Water Reclamation <br />� *0161a *$YATi fel 1 <br />PRELIMINARY SURVEY <br />Under previous authorizations, we have completed some preliminary topographic surveys. <br />However, at the time, we were not certain of the final route of the pipe or placement of the <br />pond. Therefore, we will need to supplement this information with additional topographic <br />surveys of the ditch along the south side of LaMotte Park, Pond outlet, pump works site, <br />forcemain route and ballfields. <br />Page 2 <br />6/9/10 <br />Our work under this phase will include: Calling in a Gopher State One -Call Design Locate Ticket, <br />Topographic Survey work, locating existing property corners and measurements of existing utility <br />structures in the area. <br />PERMITTING AND AGENCY COORDINATION <br />Permits for this project will be required by: <br />Rice Creek Watershed District (RCWD) — Much of the up -front work of this permit process has <br />already been completed. From here on out, we will simply need to submit the formal application, <br />provide our calculations, drawings, and other documents for their review. Subsequently, we will <br />need to respond to their comments and resubmit, if necessary. The permitting process can <br />involve a few iterations, but we have been proactive in involving the district early in the design of <br />this project should reduce the time required to obtain a permit. <br />Anoka County — We do not anticipate the need for a permit from the county since we now have a <br />joint powers agreement governing the use of the pond. We will need to stay in communication <br />with Anoka County Parks as we work through the design, especially as it relates to site selection <br />for the pump works, trail modifications and other issues that will affect their park. <br />St. Paul Regional Water Services — Our forcemain and perhaps some ditch /culvert work may be <br />on land which is either owned by or has easement granted to the St. Paul Regional Water <br />Services. Their staff will review our plans and construction in these areas will require a permit <br />from the agency. We will work through the review process, addressing their comments and <br />submitting revisions, as necessary. We will also complete the initial application for the <br />construction permit. Final permit submittal, including any escrow /fee requirements will be made <br />by the contractor. <br />Minnesota Pollution Control Administration (MPCA) — A National Pollution Discharge Elimination <br />System (NPDES) permit for storm water discharge associated with general construction activity <br />will be required. We will complete the initial application for the construction permit. Final permit <br />submittal, including any escrow /fee requirements will be made by the contractor. <br />Lino Lakes — The ditch feeding the pond runs along the border between the Anoka County <br />regional park and a residential development which is part of the City of Lino Lakes. We do not <br />anticipate the need for a permit, but will need to coordinate with Lino Lakes City Staff and their <br />residents. <br />
