City of Centerville <br />Downtown Strom WaterRedamation <br />Page 3 <br />6/9/10 <br />Centerville Parks and Recreation Committee — Significant coordination with the Parks Committee <br />will be required to work out issues related to the irrigation system location and functionality. For <br />the purposes of this scope of work, we anticipate attending two (2) parks committee meetings. <br />ASSISTANCE WITH FUNDING APPLICTAIONS <br />The City has received funding for this project from the RCWD and the BWSR — Clean Water <br />Legacy Act. Both will require submittal of documentation, etc. to collect their funds. For the <br />purposes of this proposal, our scope will include only those activities needed prior to project <br />award. On -going reporting required during construction will be covered in a separate proposal at <br />the appropriate time. <br />City staff is applying for additional funding from several other sources. We will assist them by <br />providing technical information and documents required for these applications as requested. This <br />work would be done at our normal hourly rates and would be considered outside the scope of <br />this proposal since we do not know the specific requirements of these grants at this time. <br />ASSISTANCE WITH EASEMENTS <br />An easement along the alignment of the forcemain pipe may be necessary. The need for any <br />easements will be identified as we work through the design. We will provide easement <br />descriptions and sketches as necessary. This scope assumes the need for only one easement. <br />DESIGN & BIDDING <br />To this point we have done some preliminary storm water modeling of the pond and ditch. More <br />detailed modeling of the ditch should be completed once topographic survey information is <br />available. Additionally, the restriction of the existing culvert under the bike path will need to be <br />evaluated and modifications to the pond(s) will be designed. This work will be completed by our <br />specialized Water Resources Engineers, working in conjunction with our Civil Engineering staff. <br />Along with hydraulic concerns, there will be significant concerns regarding erosion potential. Our <br />specialized staff of erosion control experts will be involved to deal with those issues. <br />Our Civil engineering staff will design the route forcemain pipes. For the purposes of this <br />proposal, it is assumed that the route of the pipes will generally follow those shown on the <br />attached figure. Significant deviations from this route will be beyond the scope of this proposal. <br />We have spoken with industry representatives regarding the best approach to the design of the <br />pumpworks and irrigation system. It is the consensus of these folks and our conclusion that the <br />entire system should be designed and specified as part of the bidding documents. We will utilize <br />our expertise in designing large pumping stations and forcemains and will employ the services of <br />a specialized irrigation designer with whom we have worked in the past on similar projects. <br />The alternative to this approach is to have the contractor submit the design of these facilities as <br />part of the project, much like he would submit a set of shop drawings. Our staff would write <br />what is known as a "Performance Spec ". This document would tell the contractor the basic <br />requirements of the system, such as the pumping capacity, control capabilities, minimum quality <br />and performance requirements, power supply location, and other such pertinent information. <br />This approach can work in many cases and is a viable choice, given the right project. The <br />difficulty is writing a tight enough specification which does not allow cheap designs which meet <br />
