If you bid the design of the system, <br />you will get the cheapest system possible, under the rules set in the specs. This will usually <br />exclude the best contractors who are not willing to compromise their reputation by providing a <br />cheap design. <br />If the City is not comfortable with our approach of writing a full specification, we can certainly <br />modify our scope of services to provide a performance spec and allow the contractor to design <br />the system. <br />As has been our practice, we will coordinate administration of the public bidding process, <br />including submitting advertisements for bid to the local paper and trade publication, responding <br />to bidder questions, issuing addenda and assisting the City with the receipt and tabulation of <br />bids. For Preliminary Survey and <br />Design /Bidding phases, we will consider the figures above to be not -to- exceed limits. For the <br />Permitting, Funding and Easement phases, we request that these figures be viewed as estimates <br />based on the best information available at this time. The requirements for these phases can <br />often be fluid as the project takes shape and the effort required to complete the work can vary. <br />We will be present at the next City Council meeting to discuss this proposal and the project in <br />general.
