Parks & Recreation Committee <br /> Meeting Minutes 06-02-10 <br /> <br />FIVB recommends a minimum of 19.7” of sand and I found 18” recommended otherwise. Whose <br />standard specifies 12” as provided by Goetz? <br />The 12" number came from my research on the internet. Deeper is better, so if the cost to go to 18 or 19.7 is <br />minimal, let me know and I will modify the PRD. <br />What are the pole specs & safety design…protective material? I recommend the pole be set 60” + deep <br />due to soil conditions in this area. <br />Specs per the PRD. If we find protective material that is resistant to theft and vandalism, let me know. I do not <br />recall that the Centerville Lake beach area volleyball court has protective material. Good idea on the deeper <br />posts. <br />What border is desired and at what height to the adjacent ground? <br />We want to keep the sand from mixing with the grass without presenting a safety hazard. If we need a boarder <br />for this, then we should have one. Please recommend. Flat to the ground seems best for safety. <br />What net height is desired, men’s or women’s? <br />Per the PRD: Men's height with addtional eyelets for women's. <br />I would recommend 6” of pea rock wrapped in road fabric beneath the sand with a tapered bottom to a <br />low point and drain tile run to the county ditch if the elevation is low enough, otherwise the area will <br />have to be raised. <br />Please advice if you think this will work as good as the drainage system indicated in the PRD. <br />What pitch to the courts are acceptable? <br />Seems like 0 pitch is best for play. Advise what can be done at the proposed location. <br />Where is the location of the parking lot and to what standards should this being built? The is critical to <br />the drain tile depth. <br />Location indicated on the attached document. Built to whatever standards the city builds parking lots to. Let <br />me known the standard and I will include it in the PRD. <br />The committee discussed the locations of courts and size of parking lot proposed by Mr. Palzer, as well as the <br />distance between the courts, if two courts are built, and what the requirements of a parking lot would be. <br />Committee Member Haiden suggested moving the court(s) more north, keeping the prime southerly piece for <br />perhaps a future tennis court. It was suggested the 50’ buffer to the south could be tightened up to 30’ feet. <br />The committee questioned whether additional parking was needed at Laurie LaMotte Memorial Park, should <br />the parking lot be made bigger to accommodate this or left small to be utilized just for volleyball players? A <br />portion of the parking lot area was marked ‘WET’ by Mr. Palzer, Chairperson Branch said this area is <br />significantly wet, and there is often standing water. The committee discussed the $6,000 Mr. Palzer suggested <br />for drain tile and would like more information from Mr. Palzer as to what that includes. Would the grant <br />project for irrigation and drain tile at Laurie LaMotte Memorial Park have any affect on this area? Committee <br />Member Haiden said the plan was not calling for lights as the park is closed after dusk, but lights might be a <br />good idea for the parking lot so as to not attract illegal activity after dark behind the neighboring resident’s <br />homes. The committee discussed the existing trail being extended to the volleyball area with the 2010 Trail <br />Project, running across the north side of the park to Centerville Road connecting with Meadow Lane. <br /> <br />Regarding the parking lot the committee felt 10-12 parking spots would be adequate and would prefer it be kept <br />Class 5 opposed to asphalt.
