Parks & Recreation Committee Meeting Minutes 09 -15 -10 The committee discussed whether there was a need for additional play structures to accommodate 2 -5 year olds at Royal Meadows and Eagle Parks. This spring there were concerns from residents that some of the equipment at Eagle Park was dangerous for small children; such as the slide was too high. Some of this was remedied when new wood chips were added decreasing the distance between the slide and the fall zone. These two parks are small and do not have equipment designed for the 2 -5 year olds. The committee feels each park is designed for a specific purpose and there are three other parks in Centerville (LaMotte, McBride, Acorn) that have play structures for 2 -5 year olds so it is not something the committee would like to pursue at this time for Royal Meadow or Eagle Parks C. Revenue Generation (Charitable Gambling Request, Grants, Fees (8I), Concession Stand Ms. Stephan reported nothing has been heard at this time from Dead Broke Saddle Club regarding the charitable gambling funds request for the sand volley ball court(s). The committee briefly talked about how Park Dedication Fees work and whether the committee would see any of those funds when the downtown is developed. Chairperson Branch stated it was his understanding that the debt for Hidden Spring Park is to be paid with future park dedication fees from the downtown redevelopment. Support of the Large Gun Irrigation Heads — Laurie LaMotte Memorial Park Chairperson Branch and Vice - Chairperson Grahek were at the demonstration of the large gun irrigation head and reported their impressions to the rest of the committee at the September 15, 2010 Parks & Recreation Committee Meeting. Initially the committee requested City Council not use these heads, feeling they were too big for a park, a safety hazard for children who would ultimately climb on them and too loud for the abutting property owners. Following the demonstration Chairperson Branch and Vice - Chairperson Grahek reported their concerns were unfounded and questions were answered sufficiently for the committee to support the use of these heads in Laurie LaMotte Memorial Park. The equipment was quiet and the water flow was relatively slow and evenly distributed. There was some wind drift at the demonstration, but the company representative said this can be prevented by wind gauges installed on the equipment. It was also questioned as to whether these can be installed high enough from the ground to help discourage children from hanging from them or damaging them and it appears they can be. Motion was made by Vice - Chairperson Grahek, seconded by Chairperson Branch to inform City Council that the Parks & Recreation Committee support the large gun irrigation heads that were demonstrated on Wednesday, September 15, 2010 for installation in Laurie LaMotte Memorial Park as all concerns have been sufficiently met. All in favor. Motion carried unanimously. Signage for Trails Committee Member Seeley asked the committee to consider directional signage for the trails and stated Anoka County is currently working with a vendor for signage on Anoka County trails and perhaps the City could piggy back on their contract to get a better price. Committee Member Seeley will talk to the county representative working on the project and bring more information back to the 4of5
